Scott Brown’s victory exposes NY-23 as a fluke. The trend is clear. Independents have moved sharply right over the course of President Obama’s first year in office, even in Massachusetts.

They spend their time following every utterance and gesture of powerful politicians. Naturally, it must be those things that have the decisive effect…

Barack Obama:

Here’s my assessment of not just the vote in Massachusetts, but the mood around the country: the same thing that swept Scott Brown into office swept me into office. People are angry and they are frustrated. Not just because of what’s happened in the last year or two years, but what’s happened over the last eight years.

David Leonhardt:

The current versions of health reform are the product of decades of debate between Republicans and Democrats. The bills are more conservative than Bill Clinton’s 1993 proposal. For that matter, they’re more conservative than Richard Nixon’s 1971 plan, which would have had the federal government provide insurance to people who didn’t get it through their job.

Today’s Congressional Republicans have made the strategically reasonable decision to describe President Obama’s health care plan, like almost every other part of his agenda, as radical and left wing. And the message seems to be at least partly working, based on polls and the Massachusetts surprise. But a smart political strategy isn’t the same thing as accurate policy analysis.

The Un-American Pledge, Nietzsche (Republican), Islamists, Anti-Statism, Health Care Reform (again), and Abortion Politics

Today, I present to you an early addition of the best reads for the long Thanksgiving weekend…

1. The Un-American Pledge. Michael Lind explains why the Pledge of Allegiance is un-American.

2. Nietzsche was a Republican. The Economist’s Democracy in America discusses Medicare and Nihilism. As it is undeniable that America’s population is aging, and that this accounts for the massive projected deficits in the future, and as everyone also acknowledges that such deficits are unsustainable, something must be done. The health care plans proposed by the Democrats include – along with various experimental measures to restrain health care spending – a Medicare commission “empowered to make decisions that automatically become law unless Congress comes up with equivalent savings” that will reduce spending as much. Republicans and the blandly smiling wise men and women of the pundit class have made it a point of conventional wisdom that Congress won’t be able to push through the cuts, and will find a way to circumvent this mandate. DiA, echoing a point Ezra Klein has been making repeatedly for the past few weeks, challenges those criticizing the plan to come up with something better:

If you don’t think an independent Medicare commission empowered to make decisions that automatically become law unless Congress comes up with equivalent savings will do the trick, then you have a responsibility to suggest something that will. Otherwise you’re just placing a bet that America’s government is going to self-destruct—a tenable argument, certainly, but not very helpful.

3. Learning from former islamists. Everyone else seemed to recommend this article a few weeks ago when it came out, but I just got to it recently myself. Johann Hari interviewed a number of former islamists who have recently renounced islamism and have begun to fight for their version of a “secular Islam” in Great Britain. He portrays this group as a vanguard. One of the islamists, Maajid Nawaz was a recruiter for an islamist group in Egypt for a time. Nawaz’s description of factors affecting recruitment seems to coincide with both intelligence agencies’ and liberals’ judgments, and to contradict the right-wing understanding:

“Everyone hated the [unelected] government [of Hosni Mubarak], and the US for backing it,” he says. But there was an inhibiting sympathy for the victims of 9/11 – until the Bush administration began to respond with Guantanamo Bay and bombs. “That made it much easier. After that, I could persuade people a lot faster.”

Eventually, Nawaz was imprisoned in Egypt. He was abandoned by the islamist group that he was working for. The only forces protecting him, as a British citizen, were forces he considered “colonial” and corrupt:

“I was just amazed,” Maajid says. “We’d always seen Amnesty as the soft power tools of colonialism. So, when Amnesty, despite knowing that we hated them, adopted us, I felt – maybe these democratic values aren’t always hypocritical. Maybe some people take them seriously … it was the beginning of my serious doubts.”

4. Anti-Statism: As American as Apple Pie. John P. Judis of The New Republic delves into the undercurrent of anti-statism in the American psyche.

5. Getting depressed about the public option. Timothy Noah depressed me more than anyone else with his ruminations on the public option.

6. Feeling better about health care reform. These pieces by Ron Brownstein and Andrew Sullivan though have made me feel much better about health care reform in general. Brownstein’s piece is especially helpful in looking at the various cost-cutting measures in the bill, and has a rather optimistic take. President Obama has apparently made that post “required reading” among White House staff. I’ll be following these posts up at a later date.

7. Abortion politics. The New Yorker had an extraordinary interview about abortion politics with Jon Shields. Shields seems to be, himself, pro-choice, but he seems to have reached an understanding of abortion as an issue which contradicts the propagandistic rhetoric that passes for most liberal commentary on abortion, which presents its opponents as being mainly concerned with keeping women in their place.

Must-Reads of Last Week: Data Warfare, Gay Rights, McCaughey, Summers, and Yankee Tickets

Data Warfare. Marc Ambinder got hold of Catalist’s after-action report on the 2008 elections – describing how effective the Democrats were in pushing their voters to vote. According to the report, the combination of the effectiveness of data targeting and the pull of Obama’s candidacy made the difference in at least four states: Ohio, Florida, Indiana in North Carolina.

Gay Rights. Andrew Sullivan takes on the Weekly Standard‘s arguments in favor of Don’t Ask Don’t Tell and continues his crusade to push the gay rights movement to agitate for change instead of simple accepting leaders who make the right noises. He continued over the weekend:

The president wasn’t vilified on the streets on Sunday as he has been recently. We are not attacking the president; we are simply demanding he do what he promised to do and supporting the troops who do not have the luxury of deciding to wait before they risk their lives for us.

We know it isn’t easy; but the Democrats need to know we weren’t kidding. You cannot summon these forces and then ask them to leave the stage. We won’t.

Remember: we are the ones we’ve been waiting for. Not him, us.

A Professional Health-Care Policy Liar. Ezra Klein recommends: “Michelle Cottle’s take down of professional health-care policy liar Betsy McCaughey is deservedly vicious and unabashedly welcome.” The entire article is illuminating, but I want to point out Cottle’s nice summary of McCaughey’s brilliance at debate:

Ironically, her familiarity with the data, combined with her unrecognizable interpretation of it, makes it nearly impossible to combat McCaughey’s claims in a traditional debate. Her standard m.o. (as “Daily Show” host Jon Stewart recently experienced) is to greet each bit of contradictory evidence by insisting that her questioner is poorly informed and should take a closer look at paragraph X or footnote Z. When those sections don’t support her interpretation, she continues to throw out page numbers and footnotes until the mountain of data is so high as to obscure the fact that none of the numbers add up to what she has claimed.

But it is Klein, in recommending the article that gets at the heart of why McCaughey is so effective:

She’s among the best in the business at the Big Lie: not the dull claim that health-care reform will slightly increase the deficit or trim Medicare Advantage benefits, but the claim that it will result in Death Panels that decide the fate of the elderly, or a new model of medical ethics in which the lives of the old are sacrificed for the good of the young, or a government agency that will review the actions of every doctor. McCaughey isn’t just a liar. She’s anexciting liar.

Summers. Ryan Lizza profiles Larry Summers for the New Yorker. Read the piece. This excerpt isn’t typical of the approach of the Obama team that the article describes, but it touches on something I plan on picking up later:

Summers opened with a tone of skepticism: The future of activist government was at stake, he warned. If Obama’s programs wasted money, they would discredit progressivism itself. “I would have guessed that bailing out big banks was going to be unpopular, and bailing out real companies where people work was going to be popular,” he said. “But I was wrong. They were both unpopular. There’s a lot of suspicion around. Why this business but not that business? Is this industrial policy? Is this socialism? Why is the government moving in?”

Noblesse oblige. Wright Thompson for ESPN explains the reason for the exorbitant prices and examines their affect on the loyalty of longtime fans. The article provides a close-up view of the  of the corrosive effect of the concentration of wealth and Wall Street culture – and how it destroys what the very things it enriches.

Glenn Greenwald’s Civil Libertarian Propaganda

[digg-reddit-me]Last week, Glenn Greenwald felt compelled to make the same basic point that Jack Goldsmith did back in May just before the dueling speeches by Cheney and Obama – that the Obama administration’s national security policies do not make for as sharp a break from Bush’s as they have been portrayed. As Goldsmith described the similarity:

[T]he Obama practices are so close to the late Bush practices is that the late Bush practices were much different than the early ones. In 2001-2003, both fear of terrorism and Bush unilateralism were at their height. But in the last six years, the terror threat has appeared to fade (at least to the public), and Congress and the courts have engaged on terrorism issues, pushing back on some, approving others, and acquiescing in yet others…In these and many other ways, U.S. terrorism law looked wholly different at the outset of the Obama administration than in 2001-2003. The law was much clearer in 2009, and there was much greater consensus–across political parties and the branches of government–about permissible policies and their limits. Many Obama policies reflect that consensus.

Goldsmith doesn’t mention another relevant fact about the Bush administration’s approach – that even as it scaled back the vast powers it asserted in the aftermath of September 11 and rolled back certain practices, it was careful to never admit a mistake or repudiate the extreme measures it had used. At the same time, even to the extent that it did do so, the Bush administration had no credibility because they had lied about what they were doing in the first place – from warrantless wiretaps to torture.

Greenwald though omits this vast change of behavior between the worst practices of the early Bush administration and its later years. Because to bring that up would undermine his propagandistic purposes which involves attacking Obama. See what I mean:

This leads to a more general point:  when it comes to uprooting (“changing”) the Bush/Cheney approach to Terrorism and civil liberties — the issue which generated as much opposition to the last presidency as anything else — the Obama administration has proven rather conclusively that tiny and cosmetic adjustments are the most it is willing to do.  They love announcing new policies that cast the appearance of change but which have no effect whatsoever on presidential powers.  With great fanfare, they announced the closing of CIA black sites — at a time when none was operating.  They trumpeted the President’s order that no interrogation tactics outside of the Army Field Manual could be used — at a time when approval for such tactics had been withdrawn.  They repudiated the most extreme elements of the Bush/Addington/Yoo “inherent power” theories — while maintaining alternative justifications to enable the same exact policies to proceed exactly as is.  They flamboyantly touted the closing of Guantanamo — while aggressively defending the right to abduct people from around the world and then imprison them with no due process at Bagram.  Their “changes” exist solely in theory — which isn’t to say that they are all irrelevant, but it is to say that they change nothing in practice:  i.e., in reality.

Greenwald makes a big deal of the fact that the changes are in “theory” not “in reality” – but neglects to mention that most of the worst aspects of Bush’s abuses of power were only present in theory by the time Obama took office – due to pushback from Congress, the Courts, etcetera. Bagram is a serious issue – and Greenwald is entirely justified in talking about that particular hypocrisy. But the “ideological wind tunnel” that is Greenwald’s calling card causes him to omit key facts here – as it so often does.

And you n0tice – in setting up his own “spike,” Greenwald implicitly accepts Goldsmith’s contentions – that the Bush administration had stopped torturing, had reconstituted its wiretapping program with Congressional and court approval, and had otherwise already ceased the worst abuses of power.

A final note: Greenwald’s approach to Obama seems to have more to do with his discomfort with defending any establishment than with actual policy. There are certainly reasons for civil libertarians to be unhappy with Obama, but for Greenwald, there’s a strong sense he wishes no part in defending any Establishment. This makes him a gadfly – which while often useful does not make him right all the time.

Protests Against Liberals Running the Gov’t (cont.)

[digg-reddit-me]I should have made a bit more clear in my post yesterday that Andrew Sullivan was well aware of the contradictions within the right wing response to Obama – and had articulated a coherent response to them from his conservative, Oakshottian perspective earlier yesterday in a post I had printed out to read. He did reach a bit too far in seeing that particular silver lining to this movement though.

The main problem is that this right wing movement is still somewhat amorphous. Lydia DePillis of The New Republic had this dispatch from the D.C. protest this past weekend explaining the core complaint of the movement:

Their complaint? Hard to say, really. Some, like the contingent of coal miners in hard hats with anti-cap-and-trade signs, had a concrete beef with the administration. But for most, there was both an incredible specificity to their protestations–all those czars, and ACORN, and Obama’s missing birth certificate–and a fuzzy vagueness.

“We’re losing America,” said Kris, from Maryland. “Government is trying to take over everything.”

It’s one thing I have noticed as well – both the specificity of what they are outraged over and the sense that the tawdry specifics don’t explain the rising crescendo of outrage.

Matt Welch – editor in chief of Reason magazine – tried to defend the protestors against liberals attempts to write them off – and to defend them against charges of racism. He does so by misrepresenting two liberal responses to the protests and then knocking down the strawmen he creates – which is about par for the course in terms of New York Post op-eds, but I expect more of Welch whose work I often enjoy. Welch would have done better to explain what he found most of the protestors stood for, but I suspect he would have had the same difficulty DePillis did.

So, instead, he writes that “popular left blogger Josh Marshall reported from his armchair” that this was a “Small protest.” Welch declines to link to Marshall’s post saying such – probably because if he had, readers might have found that this was one in a series of posts by Marshall and others at the TalkingPointsMemo covering the size of the crowd, and that Marshall had concluded his post with the D.C. Fire Department’s estimate of 60,000 to 70,000 saying the protest was “smallish by big DC protest/event standards but definitely respectable.”

Welch then goes on to say that the Center for American Progress claimed that the protest was marred by “racist, radical portrayals of Obama.” Welch has this to say about the evidence presented by Think Progress:

Among the dozen or so pieces of evidence? A placard claiming, “Ayn Rand is right,” and one of President Obama with the caption, “When his lips move . . . he’s lying.”

Once again – an extremely misleading selection by Welch given the main signs focused on by the piece, including this one:

Welch could have made the argument that focusing on these people was misrepresenting the crowd – but instead he choose to made a much less defensible point.

Nothing Welch says challenges the point I made yesterday – that right wingers are fans of big government run by christianist right wingers, but wary of any type of government run by liberals, such that even pragmatic, incremental, modest Obamaism is seem as a radical assault on their children:

The protests aren’t about the size of government or its role; they are a viceral response to the fact that a liberal now runs the government. That frustration is rooted in cultural and social issues, rather than economic ones.

There are libertarians who legitimately object to big governmen (Ron Paul and Matt Welch himself come to mind), and I can respect their views even if I disagree – but they don’t seem to be well-represented in the Tea Party movement, in the Republican Party, in the bulk of the emotional resistance to Obama.

The Smearing of Ezekiel Emanuel

One of the more extraordinary things in the current distraction that is the right-wing response to health insurance reform is the smearing of Ezekial Emanuel. He’s quite an interesting figure – and the views being attributed to him are actually exactly the opposite of the ones he has consisently held for many years…

Jonathan Cohn in The New Republic:

In the course of his writings, which span academia and popular publications, he has argued forcefully and clearly against physician-assisted suicide. Yet somehow Emanuel finds himself accused of–wait for it–advocating physician assisted suicide.

Michael Scherer in Time:

“I couldn’t believe this was happening to me,” says Emanuel, who [spent] his career opposing euthanasia and working to increase the quality of care for dying patients…

In her Post article, McCaughey paints the worst possible image of Emanuel, quoting him, for instance, endorsing age discrimination for health-care distribution, without mentioning that he was only addressing extreme cases like organ donation, where there is an absolute scarcity of resources. She quotes him discussing the denial of care for people with dementia without revealing that Emanuel only mentioned dementia in a discussion of theoretical approaches, not an endorsement of a particular policy. She notes that he has criticized medical culture for trying to do everything for a patient, “regardless of the cost or effects on others,” without making clear that he was not speaking of lifesaving care but of treatments with little demonstrated value. “No one who has read what I have done for 25 years would come to the conclusions that have been put out there,” says Emanuel. “My quotes were just being taken out of context.”

Zeke Emanuel on the Health Insurance Exchange

Noam Scheiber profiles the man he calls the nicest Emanuel brother, the eldest,  Zeke. Zeke is one of the nation’s leading bioethicists and works – along with Cass Sunstein and Peter Orszag in the Office of Management and Budget. Even with all the intellectual firepower in that normally staid department, Zeke stands out – and as someone who has been working for health care reform his entire life, he is one of those taking the lead on this issue. His focus – unlike most progressives – is not on the public option, but on the Health Insurance Exchange:

[N]ot surprisingly, Emanuel digs deepest into his healthy reserve of enthusiasm for the parts of the plan that dovetail with his own ideas. At the top of this list is a so-called insurance exchange – a regulated market in which people who lack coverage through their employer (and maybe people who work at small companies, though that’s still being negotiated) could choose from a variety of private plans, which would offer at least a minimum level of benefits and could not discriminate by health status. “He’s a key thinker on the exchange. How it operates. How it interacts with insurance market reform,” says the administration official.

On the one hand, the exchange is absolutely central to the Obama plan–it’s how the uninsured get covered. So it’s worth having Emanuel’s considerable brainpower on the problem. On the other hand, one can imagine a future in which the employer-based system gradually withers away, leaving everyone to purchase insurance on the exchange. Though Emanuel scrupulously avoids such discussions, it’s hard to believe the thought has never occurred to him.

I’d like to hear more about his thinking on “How [the exchange] operates. How it interacts with insurance market reform.”

Military Envy

[digg-reddit-me]Under the Obama administration, the nonmilitary parts of America’s national security team have begun to increasingly imitate the Pentagon’s bureaucratic strategies and organization.

David Kilcullen, an Australian military officer embedded at various times in the State Department and in the Department of Defense during the Bush administration, one of the architects of the Surge, and a consultant to the Obama administration spoke at the Carneige Council about a number of problems with America’s approach to terrorism and its power – including what he saw as a serious mismatch between the “military and nonmilitary elements of national power.” He explained:

There’s 1.68 million people in the U.S. armed services, 2.1 million if you count all the civilians in the Department of Defense. I served in the State Department but this isn’t a State/Defense thing because I also served in the Defense Department, but between State and AID combined there are about 8,000 diplomats/foreign service officers in the U.S. So that’s 360 to 1 in terms of budget and 210 to 1 in terms of military guys to diplomats.

Contrast that to most other countries in the world, which have a ratio between 8 and 10 to 1. So we are dramatically out of proportion. We have this huge, well developed, highly expensive, well-coordinated military arm of national power and this tiny, shriveled, little puny diplomatic arm of national power. Not surprisingly we tend to see most problems as military problems and we tend to approach them with military solutions, because that’s the asset set that we have available.

By comparison there are five times as many accountants in the Department of Defense as there are diplomats in the U.S. diplomatic service. There’s as many lawyers in the Department of Defense as there are in the diplomatic service. There are actually more people playing as musicians in defense bands than there are diplomats. [Here the crowd titters.] So there’s a pretty substantial mismatch.

And of course that leads us to militarize our foreign policy.

He’s obviously right about this. But the military is not just seen to be bigger and better funded, but to be more effective than these other elements of national power. Its interesting to note that in the opening months of the Obama administration, the National Security Council, the State Department, and the Treasury have all sought to adopt elements of the Pentagon’s framework and seem to be using the Pentagon itself as a model.

Most recently, Noam Scheiber reported that the Treasury Department wanted to “put Treasury on a Pentagon-style footing.” He explained that in this new world of sudden financial movements, the Treasury needed to have greater capabilities to react to threats, as the military does:

Inevitably, it’s Treasury that must lead in this terrifying new order. Which is why its limitations have become so glaring. “The Pentagon is geared up to fight two wars at once, that’s the mission. The White House is a crisis management operation, it runs twenty-four hours a day,” says one Treasury official. “We want that capability.” And so, once the dust settles, Geithner is determined to put Treasury on a Pentagon-style footing. “One of things I hope to be able to do is leave a stronger institutional architecture in domestic finance with more depth in the career staff, more weight, more full-scale expertise in markets, regulatory policy, economics, the legal financial area,” he told me. When that day comes, you probably still won’t see much of Lee Sachs. But you can bet he’ll be manning the situation room. [my emphasis]

At the very start of this administration, Obama’s National Security Advisor, retired General Jim Jones pushed for the State Department and National Security Council to “reorganize their regional bureaus to conform with the military model,” according to Foreign Policy‘s Laura Rozen. So far, he has been unsuccessful.

But Secretary of State Hillary Clinton herself has sought to adapt at least one Pentagon practice to her new fiefdom – as she announced with great fanfare several weeks ago:

To deliver concrete results, we have to maximize our effectiveness. That’s why I’m excited to be here today to discuss a new enterprise, the Quadrennial Diplomacy and Development Review, which I announced at the State Department on Friday.

We are adopting this idea from the Pentagon. The Pentagon has successfully used this quadrennial review process to improve effectiveness and to establish a long-term vision. And I know from my time – about six years on the Senate Armed Services Committee – that the defense review helped convey the Department’s mission to all stakeholders, from members of Congress, to the members of the armed forces and their civilian colleagues, and to the rest of government, as well as to the American public. [my emphasis]

There has been a great deal of commentary in the past decade about the “creeping militarization” of America’s foreign policy. These changes seem more akin to powerful players in the Obama administration adopting the best practices of the Pentagon and adapting them across the government. In general, this is a good thing – but like the focus on technocratic, independent institutions solving intractable problems, this could also become problematic over time.

Obama and the Technocrats

[digg-reddit-me]Last week I wrote about Obama’s focus on using technocratic institutions to tackle the nation’s most intractable problems. I attributed to Obama a particular attitude towards our current media-political system – one consistent with many reformists – and then explained how Obama was seeking to push the change he had campaigned on, the difficult choices, onto these technocratic institutions, thus solving his political and policy problems at once. But by outsourcing significant authority to these bureaucratic and independent (and thus not quite accountable) organizations – from IMAC to the Federal Reserve to the National Infrastructure Bank – Obama was bleeding authority from elected institutions. At the same time, I tend to agree with the reformist critiques that recount the massive failures of our current media-political system to tackle most (if not all) long-term structural problems.

But since I’ve written this, I have come across a number of pieces challenging this idea from various perspectives on the left.

Mark Schmitt, an editor for the progressive The American Prospect, saw Obama’s approach as the opposite of what I did – though he focused on national security and justice issues. Schmitt agrees with the reformist attitude I attribute to Obama, writing:

[T]he idea that America’s “existing democratic institutions are strong enough to deliver accountability” flies in the face of all observed reality. For at least eight years, those institutions consistently failed to deliver accountability, and the Department of Justice and courts likewise failed to punish some of the greatest abuses of power in our history.

But he is himself frustrated that Obama does not share it. He concludes:

It takes some discipline to understand that organizational culture, not organizational structure, determines success or failure. And it takes a lot of patience to wait for an organizational culture to turn around and resist the temptation to add a commission here, a new agency there. Obama’s organizational discipline was the hallmark of his campaign, and we can only hope that his unyielding insistence that “our existing democratic institutions are strong enough” will eventually make them so.

Benjamin Wallace-Wells writing in The New Republic strongly disputes any attempts to link Obama’s technocrats with Kennedy’s technocrats (as I did) – writing that the Kennedy men weren’t brought down by their knowledge and rationality, but instead:

Their error was an excess of ideology; they were not empirical enough.

He concludes that the brilliant men of the Kennedy administration are different from the brilliant individuals of Obama’s:

Kennedy chose as his defense secretary the president of a car company. Obama chose the sitting secretary of defense. Obama’s brainiacs–people like Larry Summers and Tim Geithner and Peter Orszag–come from a different meritocracy than Kennedy’s did. They are not brilliant generalists. For better or for worse, they are experts.

It is clear that Obama’s technocrats are of a different sort than Kennedy’s – and I made that point as well. It also seems that many of them are students of history and have attempted to learn the lessons of their predecessors – from John Kennedy’s and Lyndon Johnson’s “best and brightest” to Clinton’s New Democrats. But I’m eager to see some commentary dealing with the fact that Obama has found an elegant solution to many of these intractable and politically fraught problems – from global warming to health care to financial regulation to infrastructure spending – an independent, technocratic institution that removes political considerations from these decisions and thus receives relatively broad bipartisan support. (I believe the independent agency proposed to tackle each of these problems has some bipartisan history.) And then to tease out what the potential implications and pitfalls of this are.

Because while Schmitt and Wallace-Wells make good points in disagreement with my thesis – their supporting facts do not undermine my point, just their broader generalizations from these facts.  Clearly – Obama respects existing institutions more than I gave him credit for – especially in the areas of national security and justice (and even financial regulation you could argue.) But it’s also clear that Obama’s solutions to many difficult domestic policy questions are to outsource the hardest decisions to incrementalist, technocratic, independent institutions.

The Intellectual History of the Green Wave

Abbas Milani explains the “intellectual history of the Green Wave” in Iran in a New Republic piece that provides a glimpse of the deeper theological and philosophical forces at work in the movement. Milani warns that this intellectual tradition “has not always found itself on the side of the angels,” but makes a strong case for it as an authentic incorporation of democracy and other “Western” 20th century ideas into an Islamic framework:

The roots of Iran’s current divide to a great extent lie at the turn of the century, when the country’s ayatollahs essentially split into two camps on questions of religion and politics. The first was led by Ayatollah Na’ini, an advocate of what is called the “Quietist” school of Shiism–today best exemplified in the character and behavior of Ayatollah Sistani in Iraq. According to Na’ini, true “Islamic government” could only be established when the twelfth imam returned. Such a government would be the government of God on earth: Its words, deeds, laws, and courts would be absolute and could tolerate no errors. But humans, Na’ini said, were fallible and thus ill-fitted to the sacred task of establishing God’s government. As the pious await the return of the infallible twelfth imam, they must in the interim search for the best form of government. And the form most befitting this period, Na’ini argued, was constitutional democracy. The role of ayatollahs under this arrangement would be to “advise” the rulers and ensure that laws inimical to sharia were not implemented. But it would not be to rule the country themselves.

Opposing Na’ini was an ayatollah named Nuri. He dismissed democracy and the rule of law as inferior alternatives to the divine, eternal, atemporal, nonerrant wisdom embodied in the Koran and sharia. As Ayatollah Khomeini would declare more than once, his own ideas were nothing but an incarnation of Nuri’s arguments. But for the moment, at least, those ideas were on the defensive. It would be decades before they would reemerge to dominate Iranian politics.
