Obama Hasn’t Betrayed The Gay Rights Movement (Yet)

JIM FOURATT: I’m very troubled by Barack Obama because I think most gay and lesbian people in this country voted for Barack Obama and expected him to talk about our issues and he’s playing a classic liberal role. It’s always about just, “Wait, wait, wait…” We’re waiting and waiting and waiting and I’m quite frankly, as most people are, sick and tired of it. We expected Barack Obama to step up to the plate and do what is principled, to do what is right.

STEPHEN COLBERT: Why don’t you do the smart thing: If you’re tired of liberals saying one thing and then saying, “Wait, wait, wait,” when they get into office – why don’t you come over to the conservatives because we’re honest. We say, “No, no, no,” from the very beginning. Isn’t there something to be said for honesty?

JIM FOURATT: Actually, there is something to be said for that because [then] we know who our enemies are…It’s deeply troubling and I asked Cornell West about this…

STEPHEN COLBERT [Interrupting]: Brother West, he’s a friend of the show.

JIM FOURATT: He said that, “Barack Obama is wrong but he will come along.” I don’t know if Martin Luther King, what he would have said if someone said to him, “We’ll come along on your rights.” I don’t know about Rosa Parks, if she would have got off the bus and not sat down.

Frank Rich approvingly cites a gay activist who met with Obama in the White House this past week:

Chrisler seized the moment to appeal to the president on behalf of her boys. “The worst thing you can experience as parents is to feel your children are discriminated against,” she told him. “Imagine if you have to explain every day who your parents are and that they’re as real as every family is.” Chrisler said that she and her children “want a president who will make that go away,” adding, “I believe in his heart he wants that to happen, his political mistakes notwithstanding.” [my emphasis]

Jennifer Chrisler and Jim Fouratt clearly express the growing feeling of anger and even betrayal directed at Barack Obama from the LGBT community. They remember that Bill Clinton led them on, took their money and votes, and then created the “Don’t Ask, Don’t Tell” policy and passed the Defense of Marriage act which Obama’s Justice Department is now defending. Similarly, many opponents of the War on Drugs have become angry and disappointed that Obama has barely advanced their issues. Civil libertarians have been likewise disappointed by Obama’s use of the State Secrets Privilege, withholding of documents and photographs related to Bush administration torture, and other defenses and continuations of Bush-era executive aggrandizement.

I count myself as a supporter of the goals of all three groups. But I see the feelings of anger and betrayal directed against Barack Obama as nothing less than the result of naivete. As if electing Barack Obama president would solve any of these problems! As if a president is morally responsible for all things status quo! As if history and change were passed down from above – rather than bubbling up from below.

These feelings of betrayal are based on profound misunderstandings of the presidency and how change happens.

The President of the United States is not The Leader. He is merely a leader. George Will has quoted Calvin Coolidge on this general theme a few times recently:

It is a great advantage to a president, and a major source of safety to the country, for him to know that he is not a great man.

Even Franklin D. Roosevelt, who many did consider a great man, had his own way of telling his constituencies the same message:

I agree with you, I want to do it, now make me do it.

The “cult of the presidency” is a source of moral rot in this nation. If you belive in an issue, fight for it! Don’t whine about being betrayed. There are better uses of your energy. More important, it reflects a misunderstanding of what the role of the president is.

As to citing figures from the Civil Rights era: Rosa Parks and Martin Luther King did wait – and wait, and wait for a president to act. And as they waited, they fought for what they believed in – without undue anger or inappropriate feelings to betrayal. They put pressure on Congress, on the White House, on state legislatures, on governors, on courts. And in each of these skirmishes they gained something. Until eventually their movement had achieved a momentum that led to the Civil Rights Act of 1964, and the Voting Rights Act of 1965. The fact is, the role of the activist and the role of the president are very different. To confuse the two as Fouratt does, and as many other activists do, doesn’t help anybody. The president, in having so much power, must have on goal above all – to protect the status quo. He or she can push reforms and changes and improvements – but their dreams must be constrained. The activist can dream of a new world – in which all things are vastly improved – and fight for it and demand it – and be right in doing so. But the president can say no, and be just as justified. For these are their roles. The goal of the activist must be to make the president do what he or she wants – to force them to make a decision which, taking into account political factors, is still an easy one. Abraham Lincoln was a great example of this – as abolitionists pressed for him to emancipate the slaves and go to war with the South but he firmly took an incrementalist position, only making such decisions as he was forced to.

There is a natural tension between the activist and the president because of their roles – but this tension can be productive if both sides understand how change happens. The presidency is an essentially reactive job, with the best presidents reacting with an eye towards achieving larger goals. The activist must provoke these reactions – and create favorable circumstances to shape all political actors’ responses to these actions. And while a president can force an issue or two through given the powers he or she exercises, this “forcing” creates problems and backlash. No president can make prejudice “go away” as Chrisler seems to be counting on. But the president can be expected to make a decision when it is thrust upon him or her. This is why it is important to have a president sympathetic to your aims.

As Matt Yglesias smartly observed:

Repealing Don’t Ask Don’t Tell has become a majoritarian position, but the Obama administration would still prefer to avoid the headaches involved in working to repeal it. At the same time, if a court case were toorder the administration to end this policy, it’s abundantly clear that there would be no critical mass of political support for trying to put it back in place.

In other words, for the activist, it never makes sense to wait; for the president, it almost always does. And both sides – even if they share the same goals – will conflict on strategy. That’s the way things are – and it is by understanding this dynamic that successful movements are built.

The gay rights movement does seem to understand this – Ted Olsen’s and David Boies’s lawsuit notwithstanding. This has been the source of it’s outstanding success – from a time within living memory when psychologists would diagnose “homosexuality” as a disease to today as six states recognize gay marriage. (David Sedaris was especially moving as he spoke of the progress in the past forty years on The Leonard Lopate Show.)  This is no time to abandon a successful strategy.

A Pink Elephant Through the Looking Glass

[digg-reddit-me]I’ve always thought it was important to get the other side of things, to learn what people you disagree with think, and to consider – at least for a moment – that they may be right. Despite my best efforts, lately, I’ve been finding it harder and harder to understand right-wingers. I can understand many particular positions they take – but on the whole, they seem terribly inconsistent, with their only unifying quality being their abject fear of what Obama will do, and their opposition to everything he is doing. Reading the National Review, I’ve found plenty of plausible arguments – but they seem to be made as debater’s briefs rather than honest attempts at saying what they feel and they all start out with one of two (or sometimes both) competing assumptions: that Obama is idealistic and naive; and that Obama is acting in bad faith by pretending to be naive and idealistic. Yet, having looked at Obama’s character I see something different – an essentially pragmatic man who sees ideals as standards to strive for rather than things attained.

I’ve found that especially on the issue of Iran, the right-wing attacks on Obama’s response to be nearly insane. While the objections themselves are insane, the reason to make them is clear: because politicians are trying to score points against Obama.

After all – the longtime activists for the democracy movement in Iran and experts in the region have said that America must be careful in how it responds to these protests, given our history with Iran. And this is precisely what Obama has done – as he has been cautious to a fault in responding to this rapidly changing situation.

So, yesterday, I was seeking an honest right-winger to read, and one of my Twitter-friends, Tabitha Hale of the Pink Elephant Pundit, posted a link to her opinion about Obama and Iran.  So, down the rabbit hole I went.

The gist of the piece is that American presidents need to cheer-lead freedom  – ’cause that’s just what we do.

This idea is ahistorical to the extent that it does not reflect the many dictatorships we have and continue to support – and more important, the democracies we have overthrown in favor of various forms of despotism. The most famous example of a democracy we have overthrown is in fact Iran – where the CIA (in a rare success) overthrew the democratically elected government of Iran and replaced it with the monarchy of the Shah.  The Shah wasn’t overthrown until 1979 – in a fit of anti-American revolution. (Other instances in which we overthrew democratically-elected leaders: Guatemala in 1954, Congo in 1960, Chile in 1973. And we supported a coup in Venezuela in 2002 that would have removed Chavez, democratically elected there.)

But in our history, there are times when we stood on the side of freedom – and cheer-led – and this itself led to disaster. We cheer-led freedom in Hungary in 1956, telling the dissidents we supported them and leading them to believe that we were prepared to fight with them. And they rose up against the Soviet Union only to be crushed without support. We cheer-led freedom in Iraq in 1991, as George H. W. Bush called on the Iraqi people to overthrow Saddam Hussein, only to step aside and let Saddam brutally repress those who had rebelled.

We also have to realize that there are many people in Iran who want freedom but still hate the United States for what we have done to them – and because they have been taught to hate us.

Hale asks at one point  – “Why, then, is the current administration having such a hard time supporting the Iranian people?”

The question itself betrays a basic ignorance of what is going on – the delicate balance that Obama needs to strike (and on which he has occasionally missed.) As good as it might feel to declare America is on the side of the protesters, it is neither in the interest of our government nor of the protesters themselves to closely associate ourselves with them. What Obama has tried to do is to set a standard for judging what the Iranian government does. Explaining that a government that has the consent of its people does not need to resort to violence against its citizens in order to restore order. As one democracy activist said admiringly:

[Obama] shifted the frame from [the question of] ‘were the elections fradulent’ to ‘what’s the responsibility of the Iranian government for peaceful dissent?’

But the most important point to make is that these events in Iran are not about us. It’s about them. And by making it about us, we would be aiding the hardliners in Iran.

Another statement by Hale seems to refer to an alternate reality. She writes: “Some things are more important than your reelection, President Obama” – as a way of chastizing Obama for not speaking out more forcefully. Yet, isn’t it clear that there is nothing the president could do to gain in popularity than to publicly get involved in the Iranian dispute? Liberals are unabashedly on the side of the Iranian people. Conservatives are unabashedly on the side of the Iranian people. Independents too. It might be argued that Obama is being too cautious – but in such a rapidly changing situation, caution is needed. And this caution has nothing to do with politics – but with foreign policy. Politically, some grandstanding would be a no-brainer.

Another gem of a line: “Apparently, Hillary can tell Israel what to do, and pick fights with her counterpart over there… but Iran is a no no.”

There are a few ways to respond to this truly bizarre statement. But one thing that is important to point out is that Obama’s Israel policy is nothing more than the standard U.S. position under George W. Bush, under Bill Clinton, under George H.W. Bush. The difference is that Obama – for the first time since H.W. was in office, is actually serious about the policy.

Implicit in this statement is an assumption that America is the moral arbiter of the world – rather than merely the strongest nation in it. Obviously, one of the reasons that Obama is putting pressure on Israel and not Iran is that we actually have leverage over Israel. We give this small nation over $3 billion in aid a year – a significant percentage of their entire governmental budget. With Iran, we cannot expel their diplomats or withdraw ours; we cannot impose sanctions; we cannot declare them a supporter of terrorism; we cannot stop funding them – we cannot do any of these things because we already did them long ago. Thus, ever the pragmatist, Obama is pressuring Israel to do what is in America’s interest – and is not committing America to a side in Iran (although his recent comments have come very close.) American foreign policy requires America to pursue our interests – not to act as a moral arbiter rewarding those who are just and penalizing those who are not.

Teddy Roosevelt promulgated the African proverb to “Speak softly, and carry a big stick.”

American administrations have clearly gone wrong when they have spoken loudly without being able to follow up. It dilutes our power to make statements that we are not able or willing to back up.

P.S. Another correction: Hale cites a Steve Schippert from ThreatsWatch as saying that Iran has called in Hamas and Hezbollah to crack down on its internal problems. This is pretty crazy – and would be huge news. Yet so far, Schippert is the only source for this dubious information. I call bullshit.

The Incoherence of Ajami

Fouad Ajami wrote a piece for the Wall Street Journal op-ed page on Obama’s response to Iran that John McCain (he of the “hip-shooting onanism”) called a “Must read.” You might remember Ajami for writing another op-ed just before the election in which he compared Obama to Eva Peron, Ayatollah Khomenei, and Gamal Nasser – third-world populists who had dictatorial tendencies (if they were not entirely dictators.) Ajami starts from the same starting points most right-wingers take when dealing with Obama – presuming him to be both naive and acting in bad faith. This in itself makes his piece unpersuasive.

But more importantly, in taking on the issue of Iran, Ajami seems to have no understanding of the power struggle actually occuring. Not that I’m an expert – but even I know that the people marching in the streets are chanting slogans from the 1979 revolution – which they still look to as a positive event. They believe they are fighting for the spirit of that Revolution, and they see Ahmadinejad as a perversion of the legacy of this revolution – as the religious order he follows did not participate in it and rejects many aspects of it. Ajami though blunders in the middle of all of this, and lends credence and support to Ahmadinejad by portraying him as “a son of the Ayatollah Khomenei’s revolutionary order.” The crowds Ajami supports reject this – seeing Ahmadinejad’s theft of the election as a repudiation of the 1979 revolution.

At the same time, Ajami profoundly misunderstands Obama’s rhetoric and method. Ajami claims that Obama “believed he could talk rogues and ideologues out of deeply held beliefs.” But what he misses is that Obama actually uses respect and civility as political weapons – in a classic community organizer technique.

And then there is Ajami’s total incoherence on looking at the differences between Obama’s and Bush’s approach to Iran:

[Obama] would entice the crowds, yet assure the autocrats that the “diplomacy of freedom” that unsettled them during the presidency of George W. Bush is dead and buried. Grant the rulers in Tehran and Damascus their due: They were quick to take the measure of the new steward of American power. He had come to “engage” them. Gone was the hope of transforming these regimes or making them pay for their transgressions. The theocracy was said to be waiting on an American opening, and this new president would put an end to three decades of estrangement between the United States and Iran.

But in truth Iran had never wanted an opening to the U.S. For the length of three decades, the custodians of the theocracy have had precisely the level of enmity toward the U.S. they have wanted – just enough to be an ideological glue for the regime but not enough to be a threat to their power.

Ajami doesn’t begin to deal with the coincidence that the fissures within the Iranian regime came suddenly into the open a few months after Obama stopped threatening to bomb Iran and Iran and reached out to them. Yet Ajami admits that the Iranian regime is held together by the “ideological glue” of  “enmity towards the U.S.” If a regime was held together by this, what better way to undermine it than to weaken that glue and break the cycle of escalating moral outrage. (Which again – is precisely the point of Obama’s method of reaching out.)

I don’t claim that Obama’s outreach caused this Iranian Green Revolution – but the removal of the U.S. as a potential invader of your country has a way of freeing up the internal dialogue. Without an external enemy to rally against, you focus on divisions within.

Ajami seems to think that after 30 years of pressure, America needed just a little more time to squeeze the regime before it fell. Now, it’s hopeless. Except, that at the moment, as soon as Obama relaxed our posture, the regime was shaken to its core – with the leading candidate the people rallied behind imitating Obama in several ways and the people on the streets expressing hope that Obama’s election in America might lead to a rapprochement.

How Obama Uses Civility and Respect as Political Weapons

[digg-reddit-me]Jonathan Chait describes “The Obama Method” in a not-yet posted piece on The New Republic. He tries to explain the eerie similarity between how Obama has reached out to moderate Republicans and independents at home while marginalizing right-wingers and how Obama reached out to the majority of Muslims while isolating the extremists in his foreign policy (and specifically the Cairo speech.) Chait also tries to tie this in to different critiques of Obama:

Democratic partisans think the enemy is vicious and must be met with uncompromising force. That’s exactly how conservative foreign policy hawks feel about the world. Unsurprisingly, the right-wing foreign policy critique of Obama today sounds eerily like the partisan Democratic critique of Obama during the primary.

Let’s call this method in foreign policy – which assumes every foreign rival is a reincarnation of Nazi Germany – the Bush doctrine; and in domestic policy, in domestic politics – assuming that all Republicans lie about their goals and probably hate the poor and downtrodden and merely want to aid the rich in getting richer – we can call this the Krugman doctrine. (On the Republican side of this, it would be the Rove doctrine, but that’s not relevant here.) The Bush/Krugman doctrine – in assuming that all opponents are acting in bad faith – is rather simple.

  • Identify your opponents.
  • Tell everyone what you believe and call your opponents names (your skill at name-calling is the only way to demonstrate your moral clarity).
  • Everyone will see how right you are.

This isn’t that bad of an approach for a newspaper column – it can be downright entertaining and sometimes even enlightening. As a basis for foreign policy or domestic political agenda though, it is poisonous – and though it may work for a time, the results diminish rapidly. Obama’s method operates differently:

  • Demonstrate one’s respect for one’s opponent.
  • Start with the assumption they are acting in good faith.
  • Invite them to a conversation about what needs to be done to solve the problem(s) on which they are opponents.
  • If they are acting in good faith, they can be worked with.
  • If they are not, “by demonstrating [one’s] own goodwill and interest in accord, [one] can win over a portion of [one’s] adversaries’ constituents as well as third parties.”

I disagree with Chait that Obama’s method “entails  small acts of intellectual dishonesty in the pursuit of common ground,” though. Chait, for example,  cites the line I criticized in Obama’s Cairo speech in which he called the Middle East the region where Islam “was first revealed.” In this case, I think Chait is right – that this line is intellectually dishonest. But his appreciation for Reagan which Chait also cites seems perhaps a bit exaggerated, but consistent with the rest of Obama’s beliefs – which tend to find a balance between Reaganesque individual responsibility and Kennedyesque calls for national responsibility.

Chait traces this method back to a Obama’s training as a community organizer. He cites a Mark Schmitt piece in The American Prospect which describes the community organizer method of dealing with opponents acting in bad faith:

One way to deal with that kind of bad-faith opposition is to draw the person in, treat them as if they were operating in good faith, and draw them into a conversation about how they actually would solve the problem. If they have nothing, it shows. And that’s not a tactic of bipartisan Washington idealists – it’s a hard-nosed tactic of community organizers, who are acutely aware of power and conflict. It’s how you deal with people with intractable demands – put ‘em on a committee. Then define the committee’s mission your way.

Chait explains why Obama’s approach is so successful:

The rhetoric removes the locus of debate from the realm of tribal conflict – red state versus blue state, Islam versus America – and puts it onto specific questions – Is the American health care system fair? Is terrorism justified? – where Obama believes he can win support from soft adherent of the opposing camp.

Obama’s method seems designed to short-circuit the dynamics of moral outrage that lead to polarization, extremism, and even violence. He illustrated this in his campaign – as he tried to calm his supporters down, defending pro-life demonstraters and on the eve of the election, as his crowd booed McCain, chiding them: “You don’t need to boo. You just need to vote.” And now, in reaching out to the Muslim world he is demonstrating this same grasp of how to defuse the escalating cycle of moral outrage – by treating his opponents with respect and as “people of goodwill.”

A little bit of civility will not remake the world – but it can go a long way in calming tensions.

A Generational Bargain (in which we are getting screwed)

[digg-reddit-me]Back when California’s looming bankruptcy was in the news, George Will wrote:

California’s perennial boast — that it is the incubator of America’s future — now has an increasingly dark urgency…California has become liberalism’s laboratory, in which the case for fiscal conservatism is being confirmed.

Will may be right about fiscal conservatism – but he’s wrong in laying the blame for California’s problems on liberalism. The fault in California, like the fault in America, is deeper – a refusal by the Baby Boom generation to make tough choices to create a sustainable world, economy, or government. Bill Maher summarized California’s trap best:

We govern by ballot initiative – and we only write two kinds of those: spend money on things I like and don’t raise my taxes.

California’s initiative system aggravated a tendency that has been dominant in American politics for some time now. The problem with California – and America – is a combination of two factors:

  1. a kind of accidental unholy alliance between liberals who push for more government spending to alleviate poverty and better the nation and conservatives who want to cut taxes – with neither group having the power or political will to be fiscally responsible at the same time as they push for their pet projects ((This is a bit unfair on the national level – as George H. W. Bush and Bill Clinton – with opposition Congresses checking them – proved to be exceedingly responsible, putting America on a sustainable course after the tax-cutting, free-spending Ronald Reagan and before the tax-cutting, free-spending George W. Bush.))
  2. the deliberate plan of the right-wingers who want to “starve the beast” – by which they mean encouraging the irresponsible system above of  increasing spending while cutting taxes (and these right-wingers do this knowing that the system is unsustainable and will crash, which is the only way they see to get rid of popular programs.)

This is a story of the cowardice of politicians and the idiocy of people.

This idiocy – in almost all of its forms – can be traced to the ascent of the Baby Boom generation as they took power with the Reagan administration. By increasing spending exponentially while cutting taxes – creating enormous deficits – Reagan supercharged (stimulated) the economy out of the stagflation of the 1970s. At the same time, he began the American government’s practice of becoming dependent on East Asia – relying on Japan to lend vast amounts of its money as our trade deficit with them grew. Reagan also began the trend of deregulation of industries – allowing them to take greater risks and reap greater profits if they succeeded – which also allowed companies to kick off a merger boom, leading more and more companies becoming too big to fail while they were regulated less and less. All of these steps led to an economy focused more on finance than industry – leading, along with factors due to globalization, to America’s industrial decline. The dominance of the financial sector in the economy, which is well known for its boom and bust cycle, led to a series of economic bubbles – and in fact, an economy in which growth was maintained through bubbles rather than real worth.

Beginning with Reagan, president after president stimulated the economy constantly – to avoid having to take the fall. But this system was unsustainable. As the Baby Boomers “surfed on a growing wave of debt” – both public and private – they sought to use debt to meet their rising expectations in the absence of creating real value. This was the generational bargain at the heart of the Reagan presidency – a bargain that allowed America to spend the Soviet Union into the ground and jumpstart the economy from the stagflation of the 1970s – but that, unchecked, thirty years later, now threatens our future.

The Baby Boomers pissed away the prosperity their parents bequeathed them and squandered the opportunities presented to them – and now are busy using their children’s future earnings (our future earnings) to buy their way out of the mess they have created. They avoided the challenges of their times and found people to blame. They focused on OJ Simpson, Britney Spears, Madonna, and Monica Lewinsky – on abortion, Vietnam, gays, and religion – and not on global warming, on campaign finance, on the corruption of our political process, on an overleveraged economy.

After decades of avoiding systematic problems – as the solutions became embroiled in the ongoing culture war – we now must face them. With two wars in the Mid-East, a failing world economy, a growing threat of catastrophic terrorism, and whatever else may come our way, procrastination is impossible. Now it’s time for us to try to salvage this wreck. It remains to be seen if we’re up to it.

David Brooks explained this grave situation facing Obama and the difficult tasks ahead (focusing especially on the growing deficit). Brooks concludes with reasons for hope and despair:

The members of the Obama administration fully understand this and are brimming with good ideas about how to move from a bubble economy to an investment economy. Finding a political strategy to accomplish this, however, is proving to be very difficult. And getting Congress to move in this direction might be impossible.

Your cards do not improve if you complain about the hand you have been dealt. But it is essential to understand how we got here. We also must not be complacent now that a leader who we admire has been given power. Individuals are empowered to a greater extent than ever before in history – for good or ill. Which is why it is never enough to get the right man or woman into public office – even if this is a useful initial step. What we must do – as individuals – is to see the world around us clearly and take steps to effect what changes we can, to live the values we hold in our hearts, to reach out to those affected by our actions.

Are The Pieces Aligning on Health Care?

[digg-reddit-me]David Brooks’s column is quickly becoming one of the most insightful, inside looks at the larger plans of the Obama administration (which suggests a column kneecapping Obama is forthcoming so Brooks can maintain his conservative cred). His latest column is practically gushing – but it certainly paints a plausible picture of what the Obama administration sees as it’s game plan on health care. Brooks starts his piece with this half-jesting, half-admiring set-up:

Let’s say that you are President Obama. You’ve inherited a health care system that is the insane spawn of a team of evil geniuses from an alien power. Pay is divorced from performance. Users are separated from costs. Rising costs threaten to destroy your nation and everything you hold dear.

You also know that [the only] two approaches [to actually fixing this] have one thing in common. They are both currently politically unsellable. Others have tried and perished. There are vast (opposing) armies arrayed against them. The whole issue is a nightmare.

You are daunted by the challenges in front of you until you remember that by some great act of fortune, you happen to be Barack Obama. This calms you down.

He then goes on to describe a strategy which runs like this:

  1. Table-setting. Court everyone – get everyone to the table and agreeing on some basic meaningless “pablum.”
  2. Congress. Ask Congress to put something together, keeping your distance as they investigate and write many competing proposals.
  3. The Long Tease. Refuse to rule anything out or commit to anything – thus keeping all the interest groups at the table.
  4. The Scrum. At the end of the summer session, when Congress actually begins to assemble health care in a series of all-night sessions, take a stronger role. But be willing to compromise. This scrum needs to end quickly – and send the bill off to be passed before the interest groups have time to realize who has and hasn’t been taken care of.
  5. MedPAC. Include in the bill this medical equivalent of the Federal Reserve – an independent, technocratic body to oversee the industry. This is where the real reform will stem from.

This scenario sounds plausible – although a David Brooks column explaining it would seem to undermine the strategy itself.

So far, the Obama administration has been extremely impressive in how it has managed the health care debate. They make it seem as if things really are going according to plan so far – an extraordinary thing given the history of Washington and health care. For example, Ezra Klein provided some insight into why the American Medical Association quickly retracted it’s direct opposition to a public option in the health care debate, citing this Roll Call piece:

Top aides to Senate Finance Chairman Max Baucus (D-Mont.) called a last-minute, pre-emptive strike on Wednesday with a group of prominent Democratic lobbyists, warning them to advise their clients not to attend a meeting with Senate Republicans set for Thursday.

[Meeting] with a bloc of more than 20 contract lobbyists, including several former Baucus aides…“They said, ‘Republicans are having this meeting and you need to let all of your clients know if they have someone there, that will be viewed as a hostile act,’” said a Democratic lobbyist who attended the meeting.

“Going to the Republican meeting will say, ‘I’m interested in working with Republicans to stop health care reform,’” the lobbyist added.

Ezra Klein explains what this means:

They’re saying that you’re either with health reform, or you’re against it. And if you’re against it, you can’t expect to be taken care of in the final legislation. They’re not going to save your seat at the table while you’re trying to burn down the room. And the AMA, it seems, got the message.

This hardball strategy with interest groups plus the extraordinary wooing of legislators by the Obama administration that Matt Bai described in a piece this Sunday, the general agreement among most Americans including business interests that our health care system is broken, the impending deficit crisis, Obama’s mandate, and the unusual role ultra-conservative Orrin Hatch appears to be willing to play to help his good friend Teddy Kennedy achieve a dying wish (Suzy Khimm in The New Republic describes it as, “a particularly senatorial way to pay tribute to a dying friend.”) – with all of these pieces falling together, the Democrats may finally be able to achieve what Harry Truman started all those years ago.

A New Phase in the Culture War: National Security

[digg-reddit-me]As Barack Obama and Dick Cheney prepared their dueling speeches last month, Reihan Salam observed:

National security has become part of the culture wars, only with Dick Cheney as the new Jerry Falwell. It doesn’t matter that Obama is escalating the war in Afghanistan or that he’s embraced rendition. To Cheney, Obama’s anti-torture stance represents the moral vanity of a naïve one-worlder.

We’ll be hearing much more about this new culture clash. During the hearings on Obama’s first Supreme Court appointment, Republicans will spend more time hammering the Democratic nominee on Hamdan v. Rumsfeld and Boumediene v. Bush than about Roe v. Wade. At the moment, Obama looks untouchable. But the politics of national security could prove his undoing.

This observation is seeming more and more apt as the months go by. And yesterday morning’s appearance by Mitt Romney on This Week With George Stephanopoulos suggested that if Romney has anything to do with it, the Culture War will extend to foreign policy as well.

Foreign policy and national security have always been matters of contention between the political parties – but Culture War issues functioned a certain distinct way.

In some sense, the Culture War can be traced back to the “psychodrama of the baby boom generation” as they fought over Vietnam and then social issues. By the 1990s, the Baby Boom generation dominated most institutions in the country and  a large number of Americans had divided into two warring camps along a familiar lineup of issues: abortion, homosexuality, guns, censorship, separation of church and state, etcetera. Each party became dominated by those with the most extreme positions on these issues. There were only two ways for savvy politicians to position themselves – to triangulate and try to find some reasonable accommodation; or alternately to find a reasonable position and  make sure that they were wrong – but on the right side of the issue. During this time, issues of national security and foreign policy didn’t break down in the same partisan way. Republicans opposed Clinton’s proposed anti-terrorism measures; Democrats were more hawkish than Republicans in Bosnia – and in both cases, neither side was completely aligned. These issues weren’t litmus tests – but matters upon which reasonable people could and did disagree.

Then came September 11 and George W. Bush’s and Karl Rove’s explicit decision to use the War on Terror as a political weapon. There were no mainstream Democrats opposed to most aspects of Bush’s emergency measures, so Rove tried to make any slight suggestion of disagreement tantamount to treason. Though this worked well enough as a political tactic, it still hadn’t moved national security issues into the Culture War entirely.

The turning point came when allegations of torture began to surfare – and the photos of the abuse at Abu Ghraib came to light. Everyone was shocked – Republican and Democrat. Everyone condemned it. Except the far-right partisans. I remember reading The Corner and other blogs around this time – and an extraordinary thing happened. For weeks, these men and women had been insisting that America did not torture – only, maybe  some bad apples  – and that to suggest we did torture was a form of America-hating. Then, almost overnight, all of these same men and women began to talk about ticking time bombs and demanding to know why we shouldn’t torture a terrorist who hated America!

Perhaps it had something to do with the fact that it was an election year – and with everything viewed through this prism, it’s easier to justify something awful. But regardless of the reason, in that moment, national security became part of the culture war. Karl Rove accomplished what he had been trying to do. He polarized the electorate so that it became necessary for any savvy politician on the right to be wrong on the right side of these issues.

By 2008, this was evident – as the sensible position that there had been overreach in Bush’s War on Terror – and that for example, Guantanamo should be closed down – gave way to Mitt Romney declaring that he would “double Guantanamo” to cheers. It’s a nonsense phrase – but the Culture War isn’t about policy – but about position.

Now, Romney is continuing this – and pushing it into foreign policy.

Yesterday morning, Romney, adopting the freedom of expression and lack of accountability typical of  party out of power, launched a critique of Obama’s response to the Iranian elections – and to the Middle East in general:

Romney criticises Obama’s use of “sweet words” (sounding eerily similar to Zawahiri who denigrated Obama’s “elegant words“) – yet his only suggestion for how to react differently to the Iranian elections would be to use Romney’s own words – which admittedly aren’t as “sweet” or “elegant.” And of course while Romney denigrates Obama for relying on words without action – Romney’s only response to the Iranian election is to use his own words.

(This brings up an interesting difference: Obama uses the power of words to affect what is going on, as in his Cairo speech, his race speech, his speech on national security – while Romney insists we must use our words to express ourselves and to show what side we are on. This difference in the use of language is precisely what makes Obama an effective speaker – but this is a topic for a different day.)

What Romney forgets is that – in Andrew Sullivan’s words:

This is not about us. It’s about them.

The time may come for the president to stand with the majority of Iranians – to voice his support – but Romney’s demand for instant moral clarity demonstrates a Culture War view of foreign policy – of a need to be wrong on the right side of the issue. As a candidate, this Culture War take on national security and foreign policy can be effective – but as a governing tactic, it is disastrous.

Biden Says Talks With Iran To Go Forward

On this morning’s Meet the Press, Joe Biden said that the Obama administration has made the decision to go forward with talks – despite the administration’s clear doubts about the fairness of the election.

I thought Biden made this point particularly well:

[T]alks with Iran are not a reward for good behavior. They’re only a consequence if the president makes the judgment it’s in the best interest of the United States of America, our national security interests, to talk with the Iranian regime. Our interests are the same before the election as after the election, and that is we want them to cease and desist from seeking a nuclear weapon and having one in its possession, and secondly to stop supporting terror.

The Obama administration’s approach to these elections has been – in my opinion as an informed amateur – nearly flawless. They have made clear that they are prepared to talk with Iran – regardless of how the elections went, rather than giving the Iranian people or leadership an ultimatum; they have declined to endorse a side in the election, letting the Iranian people decide themselves; they have been clear about their principles, but circumspect in their goals; and they have extended a clear hand in friendship – which most reports suggest the Iranian people desperately want to grasp. By refusing to give our rhetorical support to the opposition, the Obama administration is frustrating the Iranian regime’s desire to paint this uprising as an American creation – as Ayotollah Khamenei  preemptively sought to blame unrest after the election on “the enemies [of Iran who] may want to spoil the sweetness of this event … with some kind of ill-intentioned provocations.”

The Obama administration’s approach has been praised by Iranian human rights groups, as one was quoted in the Huffington Post:

The Obama administration’s approach to the election — keeping its comments low-key and not signaling support for any candidate — was exactly the right approach. While tempting, empty and self-serving rhetorical support for Iranians struggling for more freedoms serves only to aid their opponents. History has made Iran wary of foreign meddling, and American policymakers in particular must be sensitive to giving hardliners any pretense to call reform-minded Iranians foreign agents. That’s why Iran’s most prominent reformers, including Nobel-laureate Shirin Ebadi, have said the best thing the U.S. can do is step back and let Iran’s indigenous human rights movement progress on its own, without overt involvement from the U.S-however well intentioned.

As Andrew Sullivan explained:

This is not about us. It’s about them. And any interference would only backfire to the regime’s advantage.

The Obama administration realizes what Bush never did – that democracy cannot be imposed by force or ultimatum; that it must be taken by the people; that fine words extolling democracy are not enough – but a hand extended in friendship can destabilize a regime propped up by its demonization of us.

And so, the outreach to Iran and its people goes on.

Mirror Neurons, Iran’s Fissures, Yglesian Insights, The Deficit Crisis, Rare Minerals

Once again, it’s Friday, so it’s time for my weekend reading recommendations.

1. Mirror Neurons. Daniel Lametti explains the importance of mirror neurons in the Scientific American.

2. Iran’s Fissures. Roger Cohen has been prominently writing about Iran for the past year or so – predicting and pushing for a thaw in relations. Now, on the cusp of an important election, Roger Cohen discusses Iran:

Iran, its internal fissures exposed as never before, is teetering again on the brink of change. For months now, I’ve been urging another look at Iran, beyond dangerous demonization of it as a totalitarian state. Seldom has the country looked less like one than in these giddy June days.

3. Yglesian insights. Matt Yglesias’s blog has long been on my must-read list – but he’s offered some especially insightful observations in various contexts about the free market in recent weeks. Here Yglesias speculates about the advantages of non-profit-maximizing corporations in a free market:

After all, profit-maximization is not a natural form of human behavior. I think it’s best understood as a very idiosyncratic kind of pursuit. It happens to be one that’s economically rewarded because with money to invest tend to want to invest it with would-be profit-maximizers. Thus, in fields of endeavor where the ability to raise large sums of capital on reasonable terms is a huge advantage, a profit-maximization impulse winds up being a huge advantage.

In a later post about health care, Yglesias makes a related point:

[P]art of what’s wrong with the world is that the very same people who spend a lot of time cheerleading for free markets and donating money to institutions that cheerlead for free markets—businessmen, in other words—are the very people who have the most to gain from markets being totally dysfunctional. The absolute worst place on earth you can find yourself as a businessman is in the kind of free market you find in an Economics 101 textbook. As a market approaches textbook conditions—perfect competition, perfect information, etc.—real profits trend toward zero. You make your money by ensuring that textbook conditions don’t apply; that there are huge barriers to entry, massive problems with inattention, monopolistic corners to exploit, etc.

4. How to tackle the deficit crisis. Set off by David Leonhardt’s excellent look at the forthcoming deficit crisis, the Opinionsphere quickly took this up as a theme of the week. Noah Millman at The American Scene had the best take on how to tackle the deficit crisis – once we decide to get serious. One of the main ways he suggests is to reform the tax code:

We have an income tax that is riddled with deductions that undermine its purported progressivity, and we rely on increasingly steep progressivity to justify every additional change to said code. A 1986-style reform that eliminated many deductions and lowered rates would not only be a likely booster of the economy, but would probably raise revenue – certainly on the corporate side.

5. China’s Great Game. And of course, the Financial Times reported that China has almost cornered the world market in rare minerals needed for most high tech products. I’m looking forward to some analyst really following up on this and explaining what implications – if any – this has.

Iran’s Green “Revolution”

There have been several positive indicators in the Middle East and surrounding regions since Obama’s Cairo speech – from the survival of the pro-Western government in Lebanon to the growing opposition of ordinary Pakistanis to the Taliban. It seems in both places – as well as in Iraq and Afghanistan – that the best strategy taken so far has been George W. Bush’s unintentional one of letting Al Qaeda win – and then stepping in to clean up after the fact once people have become disillusioned. But so far, the issue that has gotten the most attention has been Iran’s election.

Still, I’m not quite sure what to make of Iran’s election tomorrow. International newspapers seem to be hyping Mir Hossein Mousavi as Iran’s answer to Barack Obama. He is – it seems – an individual who has come to personify “change” and engagement with the world at large standing against a radical, polarizing, religious right-winger. At the same time Mousavi has close relations with the establishment of Iran – which allowed him to run. But he, like Obama, is not comfortable being a populist. His main opponent, Ahmadinejad, is. As Cameron Abadi described Mousavi’s defects in the Foreign Policy:

He talks only in generalities about his plans, his emphasis on competence and “scientific management.” He’s made promises to loosen restriction on personal freedom, but his ire is more drawn by Ahmadinejad’s “dictatorial” flouting of the checks and balances of the Islamic Republic’s constitution. Mousavi promises change, but no one would mistake him for Barack Obama. He might not even qualify as a Michael Dukakis.

But somehow this establishment technocrat continues to routinely elicit rock-star receptions across the country. In the run-up to the election, much of grayish Tehran has been draped in green, the official color of the Mousavi campaign. The police and khaki-clad national guards have been forced to watch every day as Tehran’s youth — Iran’s baby boom generation of the 1980s — assemble in giddy pandemonium, distributing green bracelets and banners of protest against Ahmadinejad’s presidency, proselytizing to undecided pedestrians and whenever in doubt shouting taunting cries of “Ahmadi, bye-bye!” At night, the chorus of chants and laughter and hastily written campaign songs mingle with the din of car horns…

“We’ve never seen this before,” she said with a tremble. “This is our revolution.” [my emphasis]

Other reports have focused on Ahmadinejad’s large and boisterous crowds – and the excitment propelling him. Some have likened Ahmadinejad’s place in Iranian politics to Sarah Palin’s.

One recurrent theme in the reports on the Iranian election is that economic rather than foreign policy issues will determine the result. The downturn in Iran’s economic fortunes has brought to the forefront festering social issues such as the “marriage crisis” in which many Iranian men are being “priced out” of the marriage market and the ambiguous role of women in Iranian society (as they are more educated – 60% of university students are women – yet much more likely to be umemployed – as only 15% of the workforce is female.)

It’s not clear which way this election will go – and even if Mousavi wins in a landslide, it will not change the power structure in Iran significantly – as the power is concentrated in Khamenei’s hands.

But a hopeful sign is not something to be dismissed – and the desire for change moderately expressed can bring about a better world than most revolutions.
