Limbaugh claims Obama is a radical leftist because he supports programs Republicans proposed a generation ago.

[digg-reddit-me]Rush Limbaugh, Dick Cheney, Glenn Beck, Sarah Palin, Charles Krauthammer, and other right wingers have begun to converge on a unified theory of Obama – a systematic critique of who he is, what he stands for, and what he is trying to do. Part of this theory – one of the core themes being developed – is that Obama is the most far left American leader ever. Rush Limbaugh expresses this as well as anyone – and I’ve spliced together two clips from his interview this past Sunday with Fox News. (Full interview here.)

Let’s take two of these quotes out for a moment:

We’ve never seen such radical leadership at such a high level of power…

I don’t know of any Republican who would try to take over one sixth of the U.S. economy. I don’t know one Republican who would put forth this…this…irresponsible cap and trade bill. I don’t know one Republican who would actually do that.

To understand why this is such a bizarre thing to say you need to look at some history.  It illustrates what I mean when I call the Republican Party and the right wing – and much of our public debate as it attempts to find the middle ground between the right and left – unhinged. Take a minute to look at the history of the policy proposals regarding the two examples Limbaugh cites – health care and cap and trade.

Health Care

The plans moving through Congress now have an historical precedent in most of their aspects in the two serious Republican attempts to reform health care after LBJ’s introduction of Medicare and Medicaid – Richard Nixon’s health care proposal in 1974 and the Dole-Chafee bill in 1993. Between the two bills, they contained a technocratic institution to reign in health care spending by looking at medical practices – similar to the IMAC that Sarah Palin called a death panel (Richard Nixon’s proposal); an individual mandate, an extension of Medicaid eligibility (the Dole-Chafee plan); an end to insurance industry abuses – for example, banning people with preexisting conditions, subsidies or vouchers for individuals who couldn’t afford health insurance to purchase it, and the creation of a standard minimum level of benefits for health insurance plans (both plans.)

Those who developed the base model that of health care reform now – used these models as the base onto which they grafted a health insurance exchange and a public option. They combined market forces with decentralized decision-making – the exchange on which private companies would offer health insurance – with a more top-down centralized approach – the public option which would compete with the private companies. Clearly, though the plan is distinctly liberal, it was developed by people who have a deep appreciation for some of the central conservative critiques of government planning and New Deal/Great Society-style liberalism. The plan is also clever politically – as a great majority of the American people, in their wisdom, see great value in having a choice between public option and a private one. Michael F. Cannon of the libertarian Cato Institute accidentally justified the rationale behind this popular sentiment:

Any payment system creates perverse incentives…which is why we need competition between different payment systems to temper the excesses of each.

Unlike the Dole-Chafee bill which sought to undermine the current system with the hope that something else would develop, the plans working through Congress now are more conservative as they seek to preserve the status quo while introducing an alternative model that people could opt into if it works.

You wonder how far to the right the Republican Party Rush imagines is if he claims he doesn’t know any Republican who would propose anything like this.

How about Mitt Romney, Bob Dole (who incidentally endorsed a version of the bill currently moving forward), Richard Nixon?

The one thing that makes this plan distinctly liberal is the public option. Yet, if anyone believes that after dropping it, the Republicans would support a health care bill, they haven’t been paying attention.

Cap and Trade

On climate change, the story is even more dramatic.

Cap and trade started out as a hair-brained scheme to solve the problem of acid rain thought up by a Reagan administration lawyer, C. Boyden Gray. Environmentalists and liberals hated the idea. They saw it as a license to pollute, a “morally bankrupt” “license to kill,” or more reasonably as a “scheme for polluters to buy their way our of fixing the problem.” They preferred the more “command-and-control” approach of top-down regulation. Regulators resisted the idea – as it forced them to surrender “regulatory power to the marketplace.” Industry opposed it, claiming it “was going to shut the economy down.”

But George H. W. Bush thought that free market principles could realign the incentives to fix this problem – and he wanted to placate the Canadians who were bearing the brunt of the acid rain.

So he pushed through a cap and trade scheme to eliminate acid rain over these strong objections. It beat all expectations. Eventually environmentalists came around and industry continued to thrive. This Republican success on solving a major environmental issue without top-down regulation made cap and trade a popular, bipartisan idea. Eventually, Bill Clinton saw it as a way to tackle global warming. But as a significant minority of Republicans continued to question whether or not global warming was real and whether or not it was man-made (along with every other scientifically moot question that industries raised) any possible deal was postponed. Still, as late as 2008, the Senate had strong bipartisan support for a cap and trade program – with Joe Lieberman and John McCain taking the lead. Now McCain is a major opponent of the cap and trade legislation, complaining about the lack of support for nuclear reactors in the bill as a reason to oppose it. This when as late as a year ago, he reiterated his statements of the past eight years in saying that global warming demanded “urgent attention” – that we must “act quickly” to “dramatically reduce our carbon emissions” with a “cap-and-trade” program.

As I said regarding health care, if anyone thinks that McCain will come around to support this legislation that is so similar to what he supported as essential a year ago if the Democrats just tossed some more money into nuclear energy, then you haven’t been paying attention. McCain will likely start calling it a “power grab” and a “government takeover” of the world, echoing Cheney and Krauthammer by the time the bill is up for a vote.

Conclusion

In both cases, Republicans proposed ideas based on core conservative principles – on a respect for the free market, on avoiding rapid change, on avoiding top-down regulation. And now Democrats led by Barack Obama have taken up these proposals – amending them somewhat to take into account liberal ideas such as a distrust of large corporations and a concern for community goods – hoping to pass bipartisan legislation.

What they are met with instead is screams of “Socialism!” and “Government takeover!” and “Unprecedented!” “Attacks on liberty!” and “Why do you hate America?”

The Obama Doctrine

[digg-reddit-me]America has – since its inception – been a major influence on the world order, from the explosive idea of American democracy that reverbrated through Europe in the 18th century – to Woodrow Wilson’s 14 points and FDR’s dismantling of the colonial empires and George W. Bush’s calls for elections to drain the swamps of tyranny. Since the 20th century, American presidents have been judged in a large part by how they affected the world order. Which is why today it is worth speculating what impact Barack Obama’s young presidency will have – and what vision of a world order Obama has already sought to articulate. I predict – and propose – that Obama’s vision will be of a world order grounded in the proposal that each nation must obtain the free consent of it’s people to govern. This idea is an interesting variation on the themes of American presidents since Woodrow Wilson, and indeed since America’s founding.

Since the beginning of the 20th Century, American presidents have had an outsize role on the world stage, especially in shaping the world order by laying out standards for the moral legitimacy of nations. The world order at the turn of the 19th century would be turned on it’s head by American interventions. At that point, colonialism was accepted; the right of a people to govern themselves was not; and most rules related to international warfare – from standards for treating prisoners to a respect for the sovreignty of nations (or at least European ones). But this system broke down and conflagration that followed was only ended with timely American intervention. Woodrow Wilson used this intervention as leverage to explain how the world order should change – and his vision of a world at peace captured a weary Europe. At the core of Wilson’s Fourteen Points was an amendment to the world order, as Wilson saw peace as contingent on granting peoples’ their right of self-determination:

We are glad, now that we see the facts with no veil of false pretense about them to fight thus for the ultimate peace of the world and for the liberation of its peoples, the German peoples included: for the rights of nations great and small and the privilege of men everywhere to choose their way of life and of obedience. The world must be made safe for democracy. Its peace must be planted upon the tested foundations of political liberty. We have no selfish ends to serve.

Wilson believed this goal – of democracy and therefore, peace – was best accomplished and maintained through treaties and a League of Nations. Of course, we all know that Wilson’s vision collapsed as he lay debilitated by a stroke and the Senate refused to ratify the treaty he had fought for. The next three presidents had a less expansive view of the American role in the world – and mainly ignored foreign policy matters.

Franklin Roosevelt focused on domestic matters as well as he sought to end the Great Depression at home. But as he positioned the country to enter World War II he framed the conflict as one of democracy against tyranny. And FDR saw the colonialism of Europe as another form of tyranny. Thus, as he, Winston Churchill and Josef Stalin decided on the outline of a post-war world, FDR was able to secure the independence of many countries throughout the world from their colonial masters in Europe. At the same time, he bargained away Eastern Europe to the tyranny of Communism, convinced that the Soviet Union would take it anyway. FDR thus set in motion a new world order in which colonialism was no longer tolerated, but Communism was. ((Mainly because he had no choice but to accept the powerful Soviet Union’s right to exist and have a sphere of influence.))

This set up the Cold War as a battle of two competing attempts at changing the world order. Truman, Eisenhower, and JFK were less concerned about shaping the order of things than they were in securing advantages against the Soviet Union. What mattered more than how a regime acted or how it was legitmized was whose side it was on.  So, while all spoke highly of democracy – they were willing to accept all allies in their struggle against the Soviet Union – democratic or not. And they were willing to overthrow democratically elected governments if it fit their interests. Later, Richard Nixon, as a proponent of real politik, did not believe in the attempts to shape the world order with moral commandments, and thus he did not attempt to do so. But his significant contribution was to recruit China into the American-led world order (or at least ensure that it was not opposed to it) – thus paving the way for its gradual acclimation to the American-led order over the next decades.

When Jimmy Carter came into the White House, he attempted to redefine again what the world order saw as a legitimate government. Rather than focusing on the struggle against the Soviet Union, he attempted to set universal standards by which to judge both the American-led order and the Soviet order. He described this universal standard as “human rights”:

Because we are free we can never be indifferent to the fate of freedom elsewhere. Our moral sense dictates a clearcut preference for these societies which share with us an abiding respect for individual human rights. We do not seek to intimidate, but it is clear that a world which others can dominate with impunity would be inhospitable to decency and a threat to the well-being of all people.

With his  focus on human rights, Carter and more hawkish liberals such as Scoop Jackson attempted to point out the grave flaws of the Soviet system. This focus also explains why Carter championed the rights of Palestinians and pushed the Shah of Iran to allow greater freedoms to his citizens to protest his regime, leading in 1979 to his downfall.

Ronald Reagan used this foundation to call the Soviet Union the “evil empire” – though he abandoned the self-criticism that came with setting a universal standard. However, Reagan soon began to see the Soviet Union and the leaders he met with as more than the caricatures of evil he had railed against – and he sought to negotiate, to the consternation of many of his staff. Reagan believed that Communism was contrary to human nature – and that traditional forces – greed, laziness, religion – would be its downfall. Reagan’s genius was to combine in clear, forceful terms the human rights approach of Carter with the anti-tyranny framework of FDR – and to push the world to reject the Soviet world order as “evil.” Perhaps more importantly, he benefited from America’s dynamic economy and the Soviet Union’s dependence on oil revenues which, in sinking, sank the USSR.

George H. W. Bush and Bill Clinton – despite all the talk of a “New World Order” as the Soviet Union fell – only sought to enforce through diplomacy, sanctions, and when necessary military action, the previous conceptions of the world order. Bush condemned the crackdown at Tianamen on Carter-like human rights grounds and pushed Saddam Hussein out of Kuwait as he violated the primary rule of the world order for the past century: do not invade another country. Bush and Clinton did begin to expand free trade as a component of the world order – and Clinton sought to create a consensus around amending the world order – creating delegitimizing exceptions beyond invading sovereign nations and the maltreatment of prisoners for terrorism, genocide, the development of weapons of mass destruction, and drug trafficking.

With September 11, though, George W. Bush felt compelled to shake up the world order – and instead of seeking mere amendments, he sought to change the basic ground upon which a regime was legitimized, recalling Woodrow Wilson’s demand and justification for self-determination.  As Bush declared in his second inaugural:

We have seen our vulnerability and we have seen its deepest source. For as long as whole regions of the world simmer in resentment and tyranny prone to ideologies that feed hatred and excuse murder, violence will gather and multiply in destructive power, and cross the most defended borders, and raise a mortal threat. There is only one force of history that can break the reign of hatred and resentment, and expose the pretensions of tyrants and reward the hopes of the decent and tolerant, and that is the force of human freedom.

We are led, by events and common sense, to one conclusion: The survival of liberty in our land increasingly depends on the success of liberty in other lands. The best hope for peace in our world is the expansion of freedom in all the world.

America’s vital interests and our deepest beliefs are now one.

But while Wilson had sought to use the leverage America had in the aftermath of the War to End All Wars, and FDR sought to use the leverage America in the aftermath of World War II, Bush seemed to believe the sheer rhetorical power of his words were enough. As Gregory Scoblete described it:

President Bush did speak out boldly against North Korea and Iran. And both made considerable gains in their nuclear capabilities. From Egypt to Georgia, President Bush … wrote rhetorical checks he had no intention (or ability) to cash.

George W. Bush had radically declared that no nation was legitimate if it was not a democracy – and he declared that it was a vital national security interest for America to ensure that other nations were in fact democracies. This – if applied – would overturn the entire world order. Under this Bush Doctrine, America would become a revolutionary state exporting our values via force, invading for ideology, and fomenting revolution. It would mean that many of our allies were illegitimate governments. But these powerful words were undercut by apparent hypocrisy – as Bush, after insisting on elections, rejected those whose results came out contrary to his wishes – from Hamas in Palestine to Chavez in Venezuala At the same time, Bush was open to charges of hypocrisy as he had supported a coup against the democratically-elected Hugo Chavez – and as he rejected the election of Hamas in the Palestinian territories. This freedom he sought to export to the world was also threatening to many – as majority-Muslim nations and their sharia law were seen to conflict with the Western model of freedom.

But the opportunity Bush left Obama was a significant one – by not being Bush, and by being a black man who had captured the imagination of America and much of the world, and most importantly, by coming into office after America’s radical actions had severely undermined the world order, Obama begins his presidency with a greater opportunity to re-shape the world order than any president since Franklin D. Roosevelt.

It remains to be seen what Obama will do with this opportunity – and if he will pursue the agenda that some in his campaign, including Samantha Power, believe is necessary – reinventing the international institutions maintaining the world order. So far, what Barack Obama has seemed to suggest is an amendment to Bush’s radical notion of democratic revolutions in his Cairo speech, as he referred not to “democracy” but to “consent”:

So let me be clear: no system of government can or should be imposed upon one nation by any other.

That does not lessen my commitment, however, to governments that reflect the will of the people. Each nation gives life to this principle in its own way, grounded in the traditions of its own people. America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn’t steal from the people; the freedom to live as you choose. Those are not just American ideas, they are human rights, and that is why we will support them everywhere…

No matter where it takes hold, government of the people and by the people sets a single standard for all who hold power: you must maintain your power through consent, not coercion; you must respect the rights of minorities, and participate with a spirit of tolerance and compromise; you must place the interests of your people and the legitimate workings of the political process above your party. Without these ingredients, elections alone do not make true democracy.

America has re-defined its moral goals for the world over the past century: from self-determination, to freedom from tyranny, to freedom from Communism, to human rights, to the free market, to democracy, and now, with Obama, the consent of the governed.

Understanding Reactionaries

[digg-reddit-me]I tend to judge an individual’s politics on two levels. First, on a more traditional left to right spectrum (leftist to progressive to liberal to conservative to right-wing.) This left to right perspective can be further broken down – but in general, whether due to social, political, or psychological reasons, individuals in a political system can be described as belonging to a discrete place on this spectrum. The second political judgment is where they fit on what I’m calling the Political Change Spectrum – pictured below.

Footnote re. spectrum. ((Though I’m pretty confident about the middle two figures, Cheney and Che don’t necessarily cleanly fit into the categories in the way I wanted them to. Clearly, Cheney is a reactionary – and Che was a revolutionary – both fit in that sense. But Cheney was primarily a reactionary concerned about taking radical measures to protect the status quo while the ideal person I would pick would be someone seeking to restore a past status quo. Cheney did seek to restore a past status quo regarding executive authority – constantly harking back to the pre-Watergate presidency – but he didn’t seem to have a historical model for other aspects of his agenda. I wanted to choose an American political figure – but I had some trouble thinking of an American revolutionary who was of historical value and ended up with real power. Even the original revolutionaries were not revolutionaries in terms of this chart – though their French counterparts a few years later were.))

These are also commonly used political terms that describe a political actor’s relationship to the status quo. To break it down further – the reactionary seeks to overturn the current order and return to a previous status quo, or alternately, to use radical measures to protect the current status quo; the conservative seeks to maintain the status quo; the reformer seeks to improve the status quo without overturning it; the revolutionary seeks to overthrow the system and put in place another one.

Political actors generally do not fall exclusively on one part of this scale – and may have some reformist positions and some reactionary ones. While a politician can take a left-wing or right-wing position,

But to a surprising degree, one can predict the actions and positions of a political actor based on their overall position on this spectrum – perhaps because it captures on a fundamental level how a political actor feels about his or her society and their natural temperament.

The reason I bring this up is a question: I have noticed that reactionaries tend to take within themselves (internalize) an exaggerated view of their enemy – and presume when making their own plans – that the enemies tactics and strategies are better than their own. What ends up happening in many of these reactionary groups is that they construct themselves on a model based on their worst fears of their enemy. The John Birch Society, for example, organized in self-sufficient cells with individual members having little to no knowledge of the group outside of their cell; they based this model on their perception of how Communist cells operated. Dick Cheney saw on September 11 the efficacy of violence and destruction to bring a people to heel; he apparently shared the view Osama Bin Laden did that America was not strong enough, not resilient enough to protect it’s way of life while remaining the same America – and so he then sought to unleash the righteous might of America on, eventually, a nation that had nothing to do with September 11 and remake the presidency into a national security dictatorship.

This internalizing of the enemy’s tactics and strategy does not only occur in reactionary groups – but I think – and this is my question – that reactionary groups are defined primarily by their worst fears of their enemy – which they then internalize and model their own organization on.

Reactionaries are more susceptible to this because they have already lost – to some degree – and generally believe their enemy must have in some way won not by honest means but by some clever stratagem. The rationale is that by imitating this stratagem the reactionaries will be able to protect their way of life. But it is impossible to maintain the status quo by radical action – because such actions inevitably upset the very thing being protected.

Killing the United Nations

[digg-reddit-me]Comments like these by Charles Krauthammer on McCain’s plan to create a League of Democracies ((An idea which I believe could make a positive impact under certain circumstances.)) make you realize what is at stake in the coming election:

“What I like about it, it’s got a hidden agenda,” Krauthammer said March 27 on Fox News. “It looks as if it’s all about listening and joining with allies, all the kind of stuff you’d hear a John Kerry say, except the idea here, which McCain can’t say but I can, is to essentially kill the U.N.”

It’s clear that McCain’s primary foreign policy instincts are Manichean, and that it seems likely that he would continue the worst of Bush’s policies, rather than following in the tradition of Dwight Eisenhower, George H. W. Bush, and Bill Clinton.

It is only because of the contrast between the radical, ideological “conservatism” of the Bush administration that McCain’s policy positions appear reasonable today.

This “reality-based conservatism” of McCain’s led him to question the initial push to go into Iraq for a while; to stand against torture for a while; to reject Bush’s tax cuts in a time of war at first; to champion immigration reform for quite a while. But as he saw his last chance to become president slipping through his fingers, John McCain, who had once described himself as the unrepentant champion of lost causes, decided to reconcile himself to the Republican base and reject many of the principles he stood for.

Since his political near-death experience this summer, McCain has moderated his opposition to torture (refusing to extend its prohibition to the CIA), given up on immigration reform (focusing instead on cracking down on undocumented immigrants), stopped hinting to the press that he would withdraw from Iraq if there wasn’t sufficient progress (as was widely reported in the summer of 2007), embraced Bush’s tax cuts (after calling them irresponsible and regressive). Some have called this shifts part an indication of his conservatism in the tradition of Edmund Burke. But what these observers fail to understand is the radical nature of the Bush presidency.

Edmund Burke believed that we must balance accommodation to the reality of our times with our core values. He believed in gradual change and opposed sudden changes in policy – but he also stridently opposed the radicalism of the French Revolution which had a similar foreign policy to the Bush administration, seeking to export the values of liberty, fraternity, and equality through the force of arms ((As pseudoconservativewatch (an excellent Google find) explained:

Edmund Burke invented the articulate philosophy of modern conservatism on the very basis of his critique of the French Revolution (see his Reflections on the Revolution in France). And yet in twenty-first century America, many who call themselves “conservative” are advocating a foreign policy of spreading principles of liberty and freedom to foreign countries in a manner hardly distinguishable from radical French revolutionaries.))

The irony is that McCain’s defenders, including Jonathan Rauch, defend his accommodations to radicalism by invoking the immutable opponent of radicalism, Edmund Burke himself.
