Lincoln’s Advice on the Detroit Bailout

[digg-reddit-me]Think calmly and well, upon this whole subject. Nothing valuable can be lost by taking time. If there be an object to hurry any of you, in hot haste, to a step which you would never take deliberately, that object will be frustrated by taking time; but no good object can be frustrated by it.

From Abraham Lincoln’s first Inagural Address. Brought to mind by George Packer’s invocation of it in his excellent piece in the New Yorker on “The New Liberalism.”

In a time of crisis, sometimes, much can be lost in the time required for due reflection. But not often. And much more often, hasty decisions lead to unanticipated side effects, often worsening the original condition. Our current media environment punishes daily the patience Lincoln counsels – and rewards the patience, if ever, only on occasion. This has been the case at least since Bill Clinton, as every prominent political figure is forced to respond to scandal after scandal – and in the midst of this, the bigger picture was lost. John McCain’s and Hillary Clinton’s campaign got lost amidst their daily attempt to win the media war and quash brewing scandals. Barack Obama managed to stand apart from the daily grind. He kept his campaign’s course amidst the tumult. This wasn’t always to his benefit – as it led him to take too long to address the Reverend Wright scandal for example- but in the end, his response worked more effectively than a day-to-day attempt to distract and quash the story would have.

This patience and deliberation is Obama’s strength. Now, he must maintain it while he manages his transition and in his administration.

I’ve been hearing that the Detroit bailout won’t be able to pass in this lame duck session of Congress. I hope this is true – because I think a smart rescue plan for Detroit will work better than the current proposal for a hasty bailout. We need to ensure that this bill doesn’t succeed just because – as George Will pointed out – it follows “the supreme law of the land…the principle of concentrated benefits and dispersed costs.”

Yet at the same time, I am not quite as cavalier as many others who have suggested we let these companies simply fail. It may be just – but it is not prudent in this financial climate. In a just world, certainly, Lehman Brothers would have failed – but if it were prudently preserved, this financial crisis may not have been precipitated. Can we risk letting these companies fail now? I don’t believe we can, so we need some kind of rescue plan.

But this rescue plan should be crafted to avoid the exact moral hazard that accompanies any help to an ailing industry. The plan should be punitive towards the management of these companies. It should not prop up the companies directly. My thought is that Obama could propose some Tennessee Valley Authority type project for Detroit – in which the government could offer contracts for green industry jobs in the area – specifically attempting to utilize many of the structures and factories and workers in the area. They should allow any company to apply for these contracts – and structure it in such a way that they could attempt to buy up the necessary facilities after applying.

The goal of this legislation should not be to prop up General Motors, Chrysler, and Ford – but to rejuvenate the car industry in the area and to utilize as much of the infrastructure and employees already built in the area.

This legislation will not be able to be crafted and debated in the next week. This will need a new Congress and a new president.

There are many troublesome paths that can be taken here. To choose the least bad will require patience and deliberation. Which is why this matter must wait until after January 20th.

A Skeptic’s Case For Barack Obama

[digg-reddit-me]When Barack Obama first announced he was going to run for president I was very skeptical – both about whether he was seasoned enough or whether this was his moment. It took me six months of reading, researching, and reflecting to finally come to decide that Obama was my choice.

I doubt anyone reading this blog over the past year would consider me to be a skeptic of Obama. But I did start out as one – and despite my strong support for Obama, I still remain one. Electing anyone as president is a risk – and those of us who are skeptical, who are less than completely taken with a candidate, who can sees the flaws along with the great opportunity – can be tempted to throw up our hands in despair and suggest – as many do – that each election is merely a choice between the lesser of two evils. But by giving up our place in politics, we cede power to those whose secular or religious convictions are certain – allowing them to drag us from one extreme to another.

There are serious issues we need to deal with as a nation in the next four years, issues which have been festering for far too long untended – global warming, terrorism, islamist extremism, the challenges of globalization, the fiscal instability, our deteriorating infrastructure, growing executive power. We need a president who can focus the country on these tasks and finally set us on the right path again.

Here are the reasons why I believe Barack Obama is the leader we need to set us on that path:

  1. Ideological Agnosticism.
    Despite the recent claims of Obama’s secret Marxist tendencies, his secret socialist tendencies, his secret terrorist sympathies, and the other extreme ideologies he is imputed to secretly profess, he is in fact a pragmatist – describing himself at one point as ideologically agnostic:

    I’m a Democrat. I’m considered a progressive Democrat. But if a Republican or a Conservative or a libertarian or a free-marketer has a better idea, I am happy to steal ideas from anybody and in that sense I’m agnostic.

    You can see this in Obama’s clear appreciation for Ronald Reagan and his belief in the power of markets (as you can see in his health care proposal [PDF] and his cap-and-trade proposal to combat global warming [PDF].) You can also see it in how he was able to find common cause and team up with one of the most conservative members of the Senate, Tom Coburn, on a bill to promote transparency in earmark spending.

  2. Post-partisanship.
    It’s a buzz word that most people have a sense of but not a clear understanding of. For Obama, post-partisanship is a campaign and governing strategy that focuses on long-term challenges, especially those with technocratic answers – such as global warming, health care, the financial crisis, and infrastructure development – while striving to minimize and find common ground on divisive social issues – such as abortion, gun rights, and gay marriage. Notice that in Obama’s convention speech he does not use the standard rhetoric about abortion or guns – but instead strives to move past these issues:

    The challenges we face require tough choices. And Democrats, as well as Republicans, will need to cast off the worn-out ideas and politics of the past, for part of what has been lost these past eight years can’t just be measured by lost wages or bigger trade deficits. What has also been lost is our sense of common purpose, and that’s what we have to restore.

    We may not agree on abortion, but surely we can agree on reducing the number of unwanted pregnancies in this country.

    The reality of gun ownership may be different for hunters in rural Ohio than they are for those plagued by gang violence in Cleveland, but don’t tell me we can’t uphold the Second Amendment while keeping AK-47s out of the hands of criminals.

    At the same time, Obama’s post-partisanship can be seen in his many attempts to encourage dialogue with and respect for ideological conservatives – and his reluctance to criticize the Republican party as a whole.

  3. Process Revolution.
    Lawrence Lessig, a Constitutional law professor, suggests that throughout American history there have been a number of unusual “revolutions whose purpose was not to tear down the existing social and governmental structures, but to amend them in discrete ways.” He cites the Second Constitional Convention and the post-Watergate reforms as clear examples – and he suggests as a result of Bush’s legacy, we may be on the verge of another “process revolution.” Many of Obama’s proposals focus on reforming processes rather than achieving certain ends. For example, he proposes to increase transparency for all aspects of government and to allow citizens a more active role in responding to and shaping government policy. Neither of these changes in process necessarily further liberal goals – but they both help reform government in general.
  4. His Campaign.
    As Peter Beinart wrote earlier this year:

    It is this remarkable hybrid campaign, far more than Obama’s thin legislative resume, that should reassure voters that he can run the government.

    The almost flawless manner in which Obama has run his campaign has helped assuage any doubts I had about Obama’s executive leadership capability. Add to that the fact that his opponent also has no relevant executive experience, and for me, the choice became more clear. Obama proved that he could win, that he was willing to fight hard, and if necessary dirty, but that he preferred the high road – and managed to – in Peggy Noonan’s phrase – take “down a political machine without raising his voice.”

  5. Obamanomics.”
    The term sounds hokey – but it refers to the Democratic consensus about the economic steps that need to be taken to get America on the right track economically – especially to reduce the middle class squeeze and to deal with the root causes of the financial crisis. The steps Obama proposes are not radical – they are moderate. You might almost call them “tinkering.”
  6. The Right Temperament.
    Conservative columnist and curmudgeon George F. Will clearly sees that one of the candidates has the wrong temperament – as he described McCain’s reaction to the current financial crisis:

    Under the pressure of the financial crisis, one presidential candidate is behaving like a flustered rookie playing in a league too high. It is not Barack Obama…[The more one sees of McCain’s] impulsive, intensely personal reactions to people and events the less confidence one has [in him] …It is arguable that McCain, because of his boiling moralism and bottomless reservoir of certitudes, is not suited to the presidency. Unreadiness can be corrected, although perhaps at great cost, by experience. Can a dismaying temperament be fixed?

    Another conservative columnist Charles Krauthammer admitted, while endorsing McCain, that Obama has “both a first-class intellect and a first-class temperament.” It is noteworthy that even these conservative stalwarts cannot avoid noticing that Obama’s steady, patient, consistent, even temperament.

  7. A Commander-in-Chief.
    The War on Terrorism, against international islamist extremism, is one of the core issues this election is about. It is impossible to project who will be able to handle the pressure of the commander-in-chief role well – except perhaps for those with relevant experience, such as high-level generals. But even that is no guarantee (see Grant, Ulysses.) Temperament is very important when choosing a commander-in-chief – but so is judgment. Obama has consistently shown good judgment regarding the War on Terrorism – most especially by opposing the War on Terrorism as a “dumb war” and by focusing on Pakistan and Afghanistan. And unlike either John McCain or George Bush, Obama has made it clear that he will not be outsourcing his responsibilities to a Secretary of Defense or to generals. As he told General Petreaus in Iraq: “My job as a potential Commander in Chief is to view your counsel and interests through the prism of our overall national security.” As a reader on Andrew Sullivan’s blog wrote:

    We can’t let it be assumed that McCain is stronger on national defense (including counter terrorism) just because he talks with more bluster than Obama. Seven years ago the world was shocked but united by 9/11. It was an environment in which the US could have led the world not just in acting militarily against terrorists, but actually eliminated terrorism by making it too politically costly. But then Bush muddied up the waters. We need a president who understands that mistake.

    A victory by John McCain will make Al Qaeda’s job easier. A victory by Obama will make it harder.

  8. Restoration.
    After September 11, 2001, the Bush administration began a systematic attempt – perhaps initially begun in good faith – to consolidate power in the executive branch, to ignore the rule of law and the Constitution, to torture American-held prisoners, and even to commit war crimes – while in the meantime undermining the entire international system created mainly by America and playing into Al Qaeda’s plans to draw us into conflicts in the Middle East. John McCain was one of the heroes who stood up to the Bush administration and against some of it’s worst excesses. He eloquently stated:

    The enemy we fight has no respect for human life or human rights. They don’t deserve our sympathy. But this isn’t about who they are. This is about who we are. These are the values that distinguish us from our enemies, and we can never, never allow our enemies to take those values away.

    And he’s exactly right. We must fight the War on Terror in a way consistent with our values – as Israel learned during the intifada and England learned during The Troubles, it is easy to let fear become the rationale behind policy (which is precisely what the “One Percent Doctrine” entails) – but in the end, you end up losing both your values and making the situation worse. McCain, despite some fine rhetoric, is not the candidate to restore American values – as he balked at preventing the CIA from torturing and called the Supreme Court decision supporting the ancient and basic right of habeas corpus the worst decision in the Court’s history. Obama does not have a perfect record on these issues – but he has made it a major theme of his campaign to restore our American values and the rule of law. Andrew Sullivan explained how he had watched America turn away from it’s values and that:

    until this unlikely fellow with the funny ears and strange name and exotic biography emerged on the scene, I had begun to wonder if it was possible at all. I had almost given up hope, and he helped restore it.

  9. Tinkering.
    Nassim Nicholas Taleb, an author, former Wall Street trader, economist, and philosopher who predicted the current financial crisis believes the best approach to action is something he calls “tinkering”:

    Taleb believes in tinkering – it was to be the title of his next book. Trial and error will save us from ourselves because they capture benign black swans. Look at the three big inventions of our time: lasers, computers and the internet. They were all produced by tinkering and none of them ended up doing what their inventors intended them to do. All were black swans. The big hope for the world is that, as we tinker, we have a capacity for choosing the best outcomes.

    “We have the ability to identify our mistakes eventually better than average; that’s what saves us.” We choose the iPod over the Walkman. Medicine improved exponentially when the tinkering barber surgeons took over from the high theorists. They just went with what worked, irrespective of why it worked. Our sense of the good tinker is not infallible, but it might be just enough to turn away from the apocalypse that now threatens Extremistan.

    Tinkering is the best we can do in a world we only imperfectly understand. Anyone looking at Obama’s policy proposals can see that he is a tinkerer rather than a revolutionary. For example, he seeks to build upon our current health care system rather than demolish it as McCain does in one manner and socialists do in another.

As I wrote before: Obama is a liberal pragmatist, with a conservative temperament, who seeks to understand the world as it is, to identify our long-term challenges, and to push (to nudge it) in a positive direction by tinkering with processes and institutions and creating tools to get people more involved in the government.

These are my reasons, as an initial skeptic, that I support Obama.

These are not reasons to be complacent if he does, in fact, win. But they are reasons to be satisfied – if only for one night – that our country is moving in the right direction again.

A President for Our Dangerous Times

[digg-reddit-me]In dangerous times, we cannot let the larger issues out of sight:

The day to day grind of this campaign – months and months of fights over demographics, over gaffes, over lobbyists, over media bias – has distracted most of us from the essential issues at stake.

The essential choice we face is whether or not our country is going in the right direction.

There is an economic component to this – which will rightfully take up much of the country’s attention in the next few months, and between McCain and Obama, the economic differences are stark.

Perhaps more important is the question of whether or not America should embrace it’s current role as an imperial power, as a neo-empire. McCain clearly accepts this view. One of his foreign policy advisors has explicitly accepted the American empire. Another McCain advisor explained how McCain is planning on creating a League of Democracies to destroy the United Nations and marginalize Russia, quite possibly provoking a new Cold War ((N. B. Fareed Zakaria is not an Obama surrogate as this YouTube video claims but a journalist for Newsweek with his own show in PBS.)) . McCain has said that withdrawing from Iraq – which is what the Iraqi prime minister is requesting of us – would be a surrender to our enemies. (He still doesn’t seem to have noticed that many of our enemies are warring amongst themselves – Sunni extremists, Shia extremists, Al Qaeda, Iranian factions.) At the same time, he has threatened war with Iran while claiming it is naive to consider meeting with any Iranian leaders. (McCain never mentions the candlelight vigils in Tehran after September 11 or Iran’s efforts to come to a comprehensive settlement of all issues between America and Iran immediatly afterwards that were ignored using the same justification McCain now uses to avoid dealing with Iran.) Instead, he jokes “Bomb, bomb, bomb, bomb, bomb Iran…)

As Andrew Sullivan wrote:

After the last eight years, we simply cannot risk a continuation of the same reckless, belligerent, argument-losing, ideological and deceptive foreign policy of [the Bush administration.] From his knee-jerk Cold War posture over Georgia to his Rovian campaign tactics, McCain is simply too close to this disastrous record to contemplate… McCain’s trigger-happy temperament, shallow understanding of the complexities and passion for military force as the answer to everything is the bigger risk. He is a recipe for more, wider and far more destructive warfare.

As the conservative curmudgeon George Will explained, invoking Barack Obama’s historic candidacy as a marker:

[I]t illustrates history’s essential promise, which is not serenity – that progress is inevitable – but possibility, which is enough: Things have not always been as they are.

In other words, we can change. We were not always an empire, and we need not always be an empire. We were not always at war, and we do not need to remain at war. Barack Obama will not change anything overnight (we will not all be given bicycles) – because that is not the type of leader he is. He is not a revolutionary urging us to storm the barricades. He is an imperfect leader. He is a sensible pragmatist who believes we are in a unique moment in history in which we have an opportunity to establish meaningful changes by reforming our political, economic, and governmental processes.

The alternative is stark. While I have long been an admirer of John McCain – because he stood up to the President on torture, tax cuts, swiftboating, and global warming – he lost my vote some time ago. He has fought this campaign without honor – ever since his campaign went bankrupt and he began to repudiate every stand he took that hurt him with the Republican base (including on torture, tax cuts, and now apparently, swiftboating.)

In the end, as dire as our economic strength is, this election will be remembered as the the moment when America decided if it was going to remain an empire, or if instead we would return to the best of our traditions, and take our place as a leader in the world community.

In these dangerous times, one candidate poses too great of a risk, and the American people cannot afford to allow a party which has undermined our national security at every turn to remain in power.

Questions about McCain’s Foreign Policy

Relating to my previous post evaluating McCain’s foreign policy as a “realistic idealist”, here are two of my remaining questions:

  • Are you seeking to defend the current international system? To reform it? To undermine it? To create a new system?
    Some of your allies on the right claim that you are seeking to undermine the international system – which they see as constraining American power. Your tone is clearly conciliatory – enraging your enemies on the right such as Rush Limbaugh. Charles Krauthammer described one of the “hidden agendas” of your foreign policy as “killing the UN.” …
  • And a question from George Will:

    You say you are not “ready to go to war with Iran,” but you also say the “one thing worse” than “exercising the military option” is “a nuclear-armed Iran.” Because strenuous diplomacy has not dented Iran’s nuclear ambitions, is not a vote for you a vote for war with Iran?

Evaluating McCain’s ‘realistic idealism’

[digg-reddit-me]In an article in the New York Times evaluating John McCain’s foreign policy vision, Lawrence Eagleburger, secretary of state under the first President George Bush, described a fight currently being waged within the Republican party over the potential direction of McCain’s foreign policy: “It may be too strong a term to say a fight is going on over John McCain’s soul. But … there is at least going to be an attempt.” Eagleburger was referring to was the foreign policy chasm between the Republican party of Richard Nixon, Ronald Reagan ((One could argue that Ronald Reagan was not a pragmatist, but many of his administration were, and his foreign policy was essentially pragmatism wedded to extreme rhetoric.)) , and George H. W. Bush and the Republican party of George W. Bush; between the realists and the idealists; between the paleo-cons and the neo-cons.

John McCain been playing both sides of this intra-Republican war since George W. Bush took office. In his most prominent speech on foreign policy, he described himself as a “realistic idealist.” He explained that his particular approach to the world came from his idealistic core being tempered by “hard experience.” He claims to bridge the chasm between these two approaches, and through his career he has mainly managed to assuage both sides. On the most prominent issue in recent years, Iraq, most of the pragmatists questioned, and often publicly opposed, the decision to launch a preemptive war in the Middle East; the neo-cons were the main proponents of the war. McCain managed to placate both sides by criticizing the execution of the war and the tactical decisions of the Bush administration while defending the overall strategy strongly. In this, McCain was essentially taking the neo-con side in the long-term, but allying himself for the short-term with the realists.

Though this approach has worked well for McCain as a senator, it would be impossible to continue as president because McCain would then have responsibility for both the overall strategy of the War on Terrorism and the tactics used.

For the moment, both the realist camps and the neo-conservative camps believe McCain is on their side at heart. But he can’t be on both sides. If we are to try to figure out what a McCain foreign policy would look like, it is unhelpful to list the specific policies and attitudes he has stated he will adopt towards particular nations. Foreign policy is a constantly shifting, adjusting use of power – and the single area of policy most directly and completely within the control of the executive. What is useful in trying to figure out what a McCain foreign policy would look like is an understanding of the basic assumptions McCain has about foreign policy.

  1. A focus, first and foremost, on the overriding and existential threat of “radical Islamist extremism.”
    McCain considers problems such as China’s rise, Russia’s increasing belligerence, and global climate change as far less important than the defining “national security challenge of our time.” I posited in an earlier post that it is because of the importance of the fight against Islamist extremism that McCain has flip-flopped on so many other domestic and national security issues: “After September 11, McCain had found a new enemy that was greater than the corruption of the political process and he was willing to put aside all of his domestic agenda to focus on the new enemy.”
  2. A demand for moral clarity.
    McCain has, throughout his career, sought enemies to fight. His personal sense of his self seems to demand that he be the white knight and those opposing him be the forces of evil itself. This is an exaggeration certainly ((Hopefully.)) , but this demand for absolute clarity leads to a poor understanding of the world, especially of our enemies. For example, McCain does not merely lack an understanding of the Muslim world; his positions indicate he has imposed a particular ideological framework on his understanding – a framework which does not allow for distinctions among radical groups. ((As his comments in Iraq made clear. Those who would defend McCain as having “mis-spoke” can look to at least three instances when he expressed the same idea.)) While many on the right praise McCain’s moral clarity for condemning radical Islamist extremists as the evil-doers they are, it seems an unquestionably poor strategy in a War on Terrorism to unite our enemies instead of attempting to divide them. It is notable that McCain does not mention the clear and tactically vital divisions among our enemies and among our allies in the Middle East. The words “Sunni” or “Shia” are not mentioned in either of McCain’s two attempts to lay out his entire foreign policy. In this way, McCain is continuing the tradition of George W. Bush.
  3. Iraq as the central front in the War on Terrorism.
    McCain cites Al Qaeda as proof that Iraq is a central front in the War on Terrorism. But Sun Tzu, ancient and wise author of The Art of War, has said that one of the first steps to winning a war is to choose the battlefield that gives you the most advantages. Al Qaeda apparently feels that Iraq plays to their advantages. In many ways, they are right. In an extraordinary article in The New Republic, Peter Bergen and Paul Cruickshank write of the “jihadist revolt against Bin Laden.” They cite a range of Muslim religious leaders, former and current terrorists, and a man described the “the ideological father of Al Qaeda” who were sympathetic to Bin Laden, even after September 11, who have all publicly broken from Al Qaeda in the past several years ((Most since 2005.)) . Bergen and Cruickshank caution that:

    Most of these clerics and former militants, of course, have not suddenly switched to particularly progressive forms of Islam or fallen in love with the United States (all those we talked to saw the Iraqi insurgency as a defensive jihad)

    But Bergen and Cruickshank still believe that the anti-Al Qaeda positions of these radicals are making Americans safer. John McCain refuses to differentiate between the insurgency and the forces of Al Qaeda in Iraq – an enormous tactical blunder. And it is mainly because of this confusion that he has declared that Iraq is the central front of the War on Terrorism, when in fact, it is one of the few areas that unite jihadists opposed to Al Qaeda and Al Qaeda itself. ((The distinction here should be a bit more subtle as the jihadists referenced by Bergen and Cruickshank oppose Al Qaeda’s tactics in Iraq, so they are not totally united on that issue.))

  4. Premised on the exclusive power of nation-states.
    In contrast to Richard Haas, editor of Foreign Affairs magazine, who believes we are in an age of non-polarity with non-state forces multiplying and state power dispersing, McCain premises his foreign policy on the power of nation-states – both America’s power and that of other nations – to affect virtually every area of policy. As McCain sets forth his foreign policy vision, he describes his policy country by country; for those issues he considered global, he describes how he will get other countries to act with us. While his aims here are clearly worthy, he seems to misunderstand how the world has been developing since the end of the Cold War. This assumption also underlies his focus on Iraq in the War on Terrorism. Even as Al Qaeda did much of the planning for it’s attacks in the lawless areas of Pakistan and within the free societies of Berlin, London, and New York City, McCain, like Bush, has focused on the role of states in assisting terrorism. Although this is certainly one component of any War Against Terrorism, it clearly should not be the main focus. One of the achievements of four years of a McCain presidency would be, according to a speech given by the candidate two weeks ago, that “There is no longer any place in the world al Qaeda can consider a safe haven.” Certainly a worthy goal – but it is belied by the fact that Al Qaeda can function within the freedoms offered by a Western democracy. The theory underpinning this claim, this hope, of McCain’s is that Al Qaeda can only function with some form of state sponsorship – which does not seem to be a supportable assumption.
  5. Demonstrations of toughness.
    Since John F. Kennedy suffered through his meeting with Kruschev in Vienna ((And probably before.)) , presidents have been trying to prove their toughness to the world. The Cuban Missile Crisis was mainly a demonstration of toughness on the part of Kennedy; Lyndon Johnson pushed the line in Vietnam to show he was tough; Ronald Reagan invaded Grenada to demonstrate his toughness after retreating when attacked by Muslim extremists in Lebanon; Bill Clinton bombed countries to show his toughness; George W. Bush invaded Iraq and authorized torture. In the current campaign, each of the remaining candidates has tried to demonstrate their toughness in revealing ways. Hillary Clinton threatened to obliterate Iran; Barack Obama vowed to take out Bin Laden or a top Al Qaeda operative with or without Pakistan’s permission; John McCain has promised to continue the War in Iraq. The lesson I take from the historical examples is that “demonstrations of toughness” provide a boost domestically for a short time but rarely make the desired impression internationally, and are an exceptionally bad basis for a policy. McCain, by promising not to back down from Al Qaeda in Iraq, is buying into the Bush doctrine of replacing a genuine strategy to combat terrorism with “demonstrations of toughness”.
  6. Acting as “good global citizens.”
    This is the central difference between John McCain’s foreign policy vision and George W. Bush’s. He believes it is important that America act as a “good global citizen” and a good ally. For McCain, this means working internationally to combat global climate change, being open to persuasion by our allies, ending the policy of military torture of detainees ((Torture by the CIA is apparently still a deliberately gray area.)) , and numerous goodwill gestures. The Bush administration has begun to move in this direction in his second term already. McCain would be able to move further along, and could make genuine progress on global climate change.
  7. Inherent American exceptionalism.
    This idea is directly related to McCain’s demand for moral clarity. Just as he sees himself as essentially incorruptible, so he sees America. This idealization of America is what made his opposition to torture so inspiring. He was calling on the ideal conception of America to combat a corrupting evil which had been introduced into our system. In a similar way, he used his ideal conception of America to argue for the reform of our political process in his 2000 campaign. His foreign policy though demonstrates how this can be a very bad assumption to make. It is one thing to point to American history and to say that we have been an exceptional nation – as Obama regularly does. McCain implies an inherence to America’s goodness, one that exists irrespective of our actions. This assumption underlies McCain’s insistence that the decision to invade Iraq was right ((For if America is inherently good, it cannot be ill-motivated.)) ; that the Bush administration’s strategy in the War on Terrorism is essentially sound; that a change in tone is what is mainly needed to rally our allies; that we remain the world’s “only monument of human rights” in spite of Abu Ghraib, Guantanamo, secret prisons, torture, and Iraq; that we must still “protect and promote” democracy to the Middle East; and that America offers a “unique form of leadership – the antithesis of empire – [which] gives us moral credibility, which is more powerful than any show of arms ((One of McCain’s top foreign policy advisors, Niall Ferguson, wrote a book explaining that by virtually any definition, America is an empire.)) .” This is a dangerous idea in a large part because it is not shared by most of the world. For example, although we can declare we are the “antithesis of empire”, we will still be treated as one as long as we are projecting our military, economic, and political power around the world and occupying a sovereign nation.

Some questions remain about McCain’s basic views on foreign policy – many stemming from his triangulation between the neo-cons and realists for the past decade. I’ll be posting some of them later.

The curmudgeonly conservative columnist questions McCain

George Will, curmudgeonly conservative columnist, pointedly asks John McCain a few worthwhile questions in yesterday’s column:

  1. You say you are not “ready to go to war with Iran,” but you also say the “one thing worse” than “exercising the military option” is “a nuclear-armed Iran.” Because strenuous diplomacy has not dented Iran’s nuclear ambitions, is not a vote for you a vote for war with Iran?
  2. You vow to nominate judges who “take as their sole responsibility the enforcement of laws made by the people’s elected representatives.” Their sole responsibility? Do you oppose judicial review that invalidates laws that pure-hearted representatives of the saintly people have enacted that happen to violate the Constitution? Does your dogmatic deference to popular sovereignty put you at odds with the first Republican president, who nobly insisted that there are some things the majority should not be permitted to do—hence his opposition to allowing popular sovereignty to determine the status of slavery in the territories? Do you also reject Justice Antonin Scalia’s belief that the Constitution’s purpose is “to embed certain rights in such a manner that future generations cannot readily take them away”? Does this explain your enthusiasm for McCain-Feingold’s restrictions on political speech, and your dismissive reference to, “quote, First Amendment rights”? Would you nominate judges who, because they think those are more than “quote … rights,” doubt McCain-Feingold’s constitutionality?
  3. Having raised $95 million in February and March, Barack Obama is reconsidering whether to rely on taxpayer funding in the general election, which would limit him to spending only $84.1 million. You denounce Obama for this, but your adviser Charles Black says, “We could sit down in July or August and say, ‘Hey, we’re raising a lot of money and maybe we should forgo [taxpayer financing].’ We don’t have enough data.” Really, how does your position differ from Obama’s?
